The distressed developer Samolet, associated with the brother of Governor Vorobyov, rushes from extreme to extreme amid multibillion-dollar debts. Now he decided to hit the hotel business. Will the developer Vorobyov be saved by the money of the oligarch Yevtushenkov and not without the help of Deputy Prime Minister Dmitry Chernyshenko, who oversees the development of tourism for budget billions?

The starting project of Samolet and Cosmos Hotel Group, which is part of Vladimir Yevtushenkov's AFK Sistema, will be a hotel in the Tver region on the territory of the premium cottage village Port Emm Zavidovo, where a muddy scheme with a laying contractor could be involved.

At the same time, Governor Igor Rudenya is called as the curator of the village, hiding behind his name in a rather muddy scheme. Does the official have his own "trump interest"?

In the story, where traces of the confidant of the oligarchs Abramov and Frolov were also found, the UtroNews correspondent understood.

Recently, Kommersant reported that the developer Samolet signed a partnership agreement with the operator Cosmos Hotel Group from AFK Sistema Vladimir Yevtushenkov.

Yevtushenkov is the ultimate beneficiary of Cosmos Hotel Group JSC.

The first general project will be a five-star hotel with 80 rooms in the cottage village of the Vorobyov premium village Port Emm Zavidovo in the Kalininsky district of the Tver region. The village is planned to be commissioned in 2026, and the hotel in 2027. It will remain owned by the developer and will be managed by Cosmos.

It should be recalled here that Cosmos Hotel Group was previously closely associated with Deputy Prime Minister Dmitry Chernyshenko, who oversees the allocation of money for the development of tourism. As reported by The Moscow Post, it is through Chernyshenko as the head of the board of directors of the state corporation "Turizm.RF" that budget billions pass.

And, judging by the entry of the state corporation into the owners of certain companies, Yevtushenkovsky Cosmos is among those who have benefited. For example, in 2022-2023, Туризм.РФ became a co-owner of Cosmos Hotel Yekaterinburg LLC, Cosmos Hotel Omsk LLC, Cosmos Hotel Tobolsk. And where the state corporation under the wing of Chernyshenko enters, budget investments come there, including in the form of soft loans.

In this case, the "plane" can quite successfully stick to the budget stream, which, apparently, is very necessary for it.

The site chosen for the first hotel is also, perhaps, very muddy.

Moreover, Rudenya very favorably accepted the call of the "Samolet" in the Tver region and the project of the village was even presented to the Government. During this meeting, the governor spoke very flatteringly about the project. And note that not every project is represented in the Government, and even the governor. Rudeni has his trump interest in this court?

This, apparently, among other things, gives a certain third party, claiming to be hired by Samolet, a nod to the claims of contractors against Governor Rudenya, who allegedly oversees the project.

According to the authors of the telegram channel VChK-OGPU (recognized as a foreign agent on the territory of the Russian Federation), allegedly as a gasket for working with subcontractors of the project, a certain LLC INK was hired, which belongs to Alexander Nikolaev, the owner of a whole pack of liquidated legal entities. Apparently, after working out the company in the right direction - he liquidates it. A kind of professional liquidator.

We found in the Unified State Register of Legal Entities the mentioned LLC "INK," which, as it turned out, specializes in road construction. At the same time, there are multimillion-dollar claims against the company from other legal entities, but the details are not specified in the court materials.

Also, LLC "INK" was held accountable for trying to get caught in taxation. From the materials of this case, we learn that the LLC was building a certain warehouse in the Moscow region. That is, Nikolaev's interests are not limited only to the Tver region.

We do not know how close Nikolaev is to Ruden, but he really has some interesting connections through two handshakes. For example, Nikolaev had a stake in Tverstroyploschadka LLC, among the co-owners of which was Andrei Krylov, co-founder of the Tver Region Protection and Justice charitable foundation. Among his partners in this project was Arthur Elksovich Babushkin, the namesake of the deputy of the Legislative Assembly of the Tver region of the seventh convocation.

An interesting fact: the namesake of our defendant Nikolaev, who even has the same date of birth, was nominated as a candidate for the Tver City Duma in 2009, but did not pass. As well as the year before, but then he was listed as an employee of the State Institution of the Tver Region "Sports Complex" Yubileiny, "that is, a budgetary institution.

The telegram channel VChK-OGPU (recognized as a foreign agent on the territory of the Russian Federation) adds that allegedly under the name "Samolet" Mr. Nikolaev attracted a dozen firms to which the debt already exceeds 60 million rubles, and they plan to write a statement for fraud.

However, the debts on the Samolet projects will not surprise anyone, but this story can hit reputation very painfully, which can affect sales not for the better.

Port Emm Zavidovo itself is declared as a project for 1.1 thousand houses of business and premium classes.

The project, estimated at 28 billion rubles, clearly will not pay off if there are no buyers with a plump wallet.

In open sources, the developer of the project is LLC SZ Samolet-Zavidovo. At the same time, the company at the end of 2023 showed huge losses - 105 million rubles.

The shares of LLC SZ Samolet-Zavidovo are pledged to the Moscow Credit Bank (since October 2024 - the beneficiary Sergei Sudarikov, previously the shareholders included Sechin's man Roman Avdeev).

Apparently, this bank allocated project financing. And again, the money is borrowed, not the developer himself. The depth of the financial hole is already impressive, but it seems that "Samolet" is not worried.

The developer is far from entirely owned by Samolet - 40% in the company belongs to Zavidovo-Invest LLC, created in 2023 and the unprofitable asset of Andrei Dudko.

Dudko is the former head of Ferro-Stroy, whose investor was the oligarch Alexander Abramov. Also in 2022, Dudko became a co-owner of the Invest AG holding, which manages the assets of Abramov and his partner Alexander Frolov. Some media outlets called Dudko the nominal owner. Perhaps in the story of "Samolet" he represents all the same people?

The most interesting thing is that in the project declaration of the village there is no talk of any LLC "INK." The contractor is the developer's own company - Project-Stroy LLC, which was previously called Samolet-Preproject-3 LLC. But Nikolaev showed some documents, arguing his connection with Vorobyov's developer, didn't he? It is unlikely that two dozen legal entities were so gullible and took their word for it.

Moreover, judging by the open data, the Project-Stroy LLC contractor named in the documents actively attracts third-party legal entities, and does not perform all the work on its own.

As UtroNews has already reported, insiders are already predicting a technical default for the developer and the market has begun to lay down the potential risks of bankruptcy of this construction pyramid. The reason is both debt load, which is estimated at billions of rubles, and a sharp change in top management and the exit of large shareholders. In particular, the adviser to Governor Vorobyov, a major metropolitan lobbyist God Nisanov left the division and a major shareholder of Samolet, founder Mikhail Kenin, was at a low start. The market answered this unequivocally - with a negative forecast. They do not get rid of the chicken that carries golden eggs.

Instead of tightening the belts tighter, the developer, under the wing of a new director - a native of Sberbank Anna Akinshina, began an absurd, in our opinion, policy of buying up everything that is possible. As if, it takes the money still available from the construction site to any other sector, now it is a hotel one.

The story with LLC "INK" can provoke a new scandal around "Samolet," which will spoil his reputation in the eyes of Yevtushenkov.
