Take control of the Belgorod region, or Moshkovich is back in business

Oligarch Vadim Moshkovich, who has disowned Russian politics, continues to do his favorite thing - the seizure of enterprises? Scandalous documents appeared on the network indicating that Vadim Moshkovich's Rusagro company may be trying to seize the Agro-Belogorye holding.

Moshkovich and Zotov in the second half of 2023 were negotiating the merger of assets, but did not agree. After that, Moshkovich began to put pressure on Zotov and demand the completion of the transaction, which resulted in attempts to change control over the enterprise.

The UtroNews correspondent understood the situation.

Moshkovich targets Belogorye

Moshkovich has been spinning around Agro-Belogorye for a long time. In 2019, the oligarch bought a 22.5% stake in the enterprise from the former chairman of the Central Black Earth Bank of Sberbank, Alexander Solovyov, for 8.5 billion rubles. The shares were immediately transferred to the Cypriot offshore Ros Agro PLC, through which Moshkovich did business before falling under Western sanctions.

The beginning of the SVO and the appearance of Moshkovich's surname in European stop lists forced the oligarch to sell control over his stake in Agro-Belogorye to Rusagro Group. Moshkovich completed two tasks in this deal at once - he legalized his business in Russia and brought 12 billion rubles to Cyprus. Moshkovich, on the one hand, fulfilled the instructions of the President of the Russian Federation to leave offshore companies, and on the other, increased the Eurobank for a rainy day. Both enterprises are under the control of the oligarch, so we have the usual offset.

Business from Moshkovich

For Agro-Belogorye, Moshkovich's attention does not bode well. In 2022, Rusagro began the bankruptcy of Solar Products, whose assets the oligarch holding has been buying since 2018.

Here Moshkovich took advantage of his connections in the Ministry of Agriculture and Rosselkhozbank, which credited Solar Products. The oligarch has good relations with Dmitry Patrushev and Oksana Lut, so he was able to easily get the right to claim Solar Products for 35 billion rubles and, thanks to this, take control of this enterprise, and then essentially destroy it.

Today Rusagro has many problem assets with debts which can be shifted to Agro-Belogorie. Probably, to reduce debit with the credit and to strike balance, Moshkovich's structures try to intercept control over the enterprise.

Agro-Belogorie under the attack

Moshkovich strictly seized Agro-Belogorie. In November of last year the oligarch achieved arrest of shares of Zotova and Kovalyov and demanded to sign the contract on education of the new legal entity to which he will pass control over production.

Implementation of plans of the oligarch will ruin the enterprise which in 2007 was created by the authorities of the Belgorod region as management company of the regional government. To butter up the regional authorities, Moshkovich suggested to include them in the capital of the new company through which the oligarch is going to solve the numerous problems.

The first pile of Moshkovich didn't yield result – Zotov and Kovalyova retained control over Agro-Belogorie, and the Belgorod region didn't lose one of the main taxpayers. Therefore the plan of "B" in the form of tough interception of control over the enterprise started. Usually such actions are called raider capture.

Moshkovich, it seems, became the minority shareholder of Agro-Belogorie counting upon the fact that if it isn't possible to agree with Zotov, then the problem will be solved through court and other cunning receptions. In a pocket of the oligarch there is a lot of them – Moshkovich has serious communications in Moscow.

Except Dmitry Patrushev and Loot the oligarch relies on Maxim Vorobyov – the brother of the governor of the Moscow region Andriy Vorobyov who owns 10% of Rusagro. So, Moshkovich divides responsibility and makes money everywhere where can.

Everything for the sake of profit

The relation at Moshkovich to assets purely consumer, he operates them for extraction of the maximum profit. At the beginning of 2024 there was a scandal in the Tambov region where the Znamensk sugar plant belonging to Rusagro Group polluted drains to the Tsarevka River. In the region there was environmental disaster which threatens locals.

It became clear that the problem can be connected with treatment facilities which weren't modernized long ago. Rusagro bought this plant to 2009 more, but since then didn't bring production to modern level.

A story with the defense enterprise Mashinoapparat in Moscow which Moshkovich from the working plant turned into an allotment under next developer the project is indicative. Now Mashinoapparat went on hands and, it seems, in the nearest future will be "реновирован" in the next Moscow housing estate.

Pentagonovets Jack Moshkovich

Moshkovich's fight for Agro-Belogorie happens against the background of attacks on the Belgorod region from the Ukrainian Nazis. In the region, people perish, and at this time the oligarch tries to shear coupons from the local enterprise. To Moshkovich not to occupy impudence – in 2022 he disowned from SVO and policy of the Russian President on Ukraine and tried to cancel the European sanctions through court. After it didn't turn out, he began to make with the doubled force money in Russia.

Moshkovich last time went on bow to Brussels in December, 2023, and his lawyers in the EU insist that the oligarch isn't connected with Vladimir Putin's policy. The purpose such activity is avoiding sanctions and, it seems, relocation of the capitals on the West.

At the same time, Moshkovich during SVO increased assets of Rusagro, and his personal capital grew from 1.3 to 2.4 billion rubles. The products of agro-industrial complex of the Russian Federation aren't under sanctions, the world prices for her grew. Oligarch here one of the main beneficiaries.

Moshkovich thinks not of the future of the country, and of the future of the children who got an education counting upon life in the West. The eldest son of the oligarch Jack Moshkovich (about the Russian name Evgeny he doesn't remember) together with Pyotr Aven's son Denis work in venture fund 8VC which invests in developments for the Pentagon. The interesting picture turns out: when Ukrainians bomb Belgorod and vicinities NATO weapon, Moshkovich with the son-pentagonovtsem tries to occupy one of the largest enterprises of the region.

In March, 2024 the deputies of the State Duma of the Russian Federation urged to recognize Moshkovich as the foreign agent. From this nothing left, however the facts it is available. The oligarch uses Russia as a food supply, and stores money on reliable accounts that in the future American children got them.
