It seems that the head of the Vyborg district of St. Petersburg, former security official Viktor Polunin, decided to continue the work of Vice Governor Albin and lobby for the development of the Svetlana plant. And do not care Smolny on promises to buy the stadium given to residents?
The beneficiary of this story can be both the oligarch Andrey Berezin, the shareholder of the plant, who hid behind the closed-end investment fund, who owned their own development division, and the developer Maxim Shubarev, whose Setl Group is already building up the former sites of the plant.

For more than five years now, residents of St. Petersburg interested in preserving the Svetlana stadium, who promised to buy out the facility, have been feeding the authorities with fags. The stadium is located on the territory of the plant of the same name, which has long been no longer state property and has sailed into private hands. Back in 2017, the land use and development commission, chaired by the then vice-governor Igor Albin, approved the transfer of 33 out of 46 hectares of territory for housing development.
This situation already alarmed the residents. Indeed, in addition to industrial buildings, there is a stadium on the territory of the plant, which is used by a state institution for its needs - the Vyborzhanin sports school (renting facilities for training costs an average of 30 million rubles a year).
At least in 2019, Smolny, apparently, in order to bring down the intensity of a possible protest and give developers time to master the site, raised the issue of a possible redemption of the object into the ownership of the treasury of St. Petersburg, and even held a meeting in the administration of the Vyborg district. True, there will still be a whole pack of these non-binding meetings.
Just the other day there was an event that showed that, most likely, no one is going to buy the stadium.
When residents tried to involve State Duma deputy Yevgeny Marchenko in solving the problem, who opposes the massive development of the district, they stumbled upon strange resistance. So, today, on January 17, a meeting of activists created by citizens of the Vybor Foundation for the Development of Children and Youth Sports with deputy Marchenko was to take place at the stadium, but almost at the last moment the meeting failed.
According to the portal Bezdukhovnosti, the reason for the breakdown of the meeting at the State Budgetary Institution was informally explained by the alleged threats to the district administration by the dismissal of the leadership of the sports school.
Who is the guardian for the wallet of a private business?
It should be clarified here that the founder of the GBU is the administration of the Vyborg district, which since 2021 has been headed by Viktor Polunin, who has made a career as an investigator and prosecutor.
Polunin came to the district administration in 2011 as the head of the legal department, having risen to the rank of deputy head of administration in a few years.
His growth career was active just under the vice-governor Albin, who lobbied for the interests of the developers of the plant. Polunin continues the work of the dismissed Albin?

Among those on whom the decision to buy out the stadium depends is the head of the St. Petersburg Property Relations Committee (KIO). Since November 2024, the department has been headed by Vladimir Uvarov, a native of the security agencies of the Russian Federation, as well as a former adviser to the governor. That is, far from the last person in Smolny.
Another side of this story, of course, is the beneficiaries of Svetlana JSC itself. Indeed, judging by Rusprofile, through GBU Vyborzhanin, the structures of this business group received a total of 59 million rubles for renting premises over the years. Why should they give a constant trickle of budget millions?

From the answer given by the plant director Nikita Gladkov to deputy Marchenko in December 2024, it is read between the lines that hardly anyone will transfer the asset to the balance sheet of St. Petersburg. But, as it seems to us, they are cunning in the office that they have transferred hectares of their land for housing construction. Oh, they are cunning.

In March 2023, the plant turned into a non-public sphere - it ceased to be a PJSC, becoming a joint-stock company, and ceased to disclose its beneficiaries. This was preceded by the transfer of the company's shares to the closed-end investment fund.
Already in 2022, ZPIF "Fifth Element" received 99.08% of PJSC "Svetlana." At the same time, the manager of the closed-end investment fund - Asset Management "Stock Market" announced the requirement to buy back securities. The ransom from minority shareholders occurred with a scandal, some of them considered the cost underestimated and went to court.
At the time of the transfer of the plant's land to suitable for construction, among the shareholders were the state concern Rostekhnologiya, Maxim Zhukov, oligarch Andrei Berezin and related Yuri Vasiliev, Felix Dlin and Igor Tsvirko.

Today, ZPIF does not disclose shareholders, that is, the real beneficiaries of the plant, but only at the time of transferring them to ZPIF there was an opinion that this was a screen behind which all the same individuals hid.
This version is also supported by the fact that the Stock Market Management Company, which manages the closed-end investment fund, is closely connected with Berezin's assets. It was to him that the former, including Berezin's development assets, were transferred and are still being transferred.
In addition, the Criminal Code appeared in the scandal, which is associated with the acquisition of German servers worth $15 million. The deal was called a possible withdrawal of funds from the Russian Federation (money was paid, but the goods were not received). The story became known after the report of the publication "Fontanka.Ru" about the alleged searches that were in the office of the company "Euroinvest" Berezina. The oligarch denied this information in court, but revealed other intriguing details.
It turned out that the Auditexpert Company LLC appeared in the server scandal, and both Berezin himself and his partner Yuri Vasiliev and Maxim Zhukov had shares in it. The latter, perhaps, is a relative of the well-known businessman Vladimir Golubev, who was nicknamed "Barmaley" in the 90s. By the way, pay attention to the names - they duplicate the former shareholders of the plant.
Moreover, the Megacenter companies associated with Auditexpert Company LLC, Graviton Investments LLC, were also managed by the same management company.

The Stock Market Management Company also had overexposure associated with the Svetlana plant - Svetlana-Osr LLC and Svetlana-Estate LLC. In 2021, the latter is transferred to EGM LLC, which belongs to Oleg Kudryavtsev and Lyubov Lyuban. Both of these defendants are not strangers to Berezin's business partners. So, with a certain Elizaveta Vasilyeva (relatives of Yuri Vasiliev?) They are connected by the Galaktika company.
Such coincidences and intersection points hint that the co-company could not part with the Berezin plant to the end. Moreover, the fund of the oligarch "Evrovenchur" is headed by Roman Romanyuk, the ex-director of external and corporate communications of "Svetlana." At that time, Rostec was among the shareholders of the plant, and Berezin was a member of the board of directors of Svetlana.
Berezin was previously publicly the owner of the development division - EuroInvest Development Group, but over time he was hidden behind a closed-end investment fund.
At the same time, the same Stanislav Danelyan remained the director of the legal entities of the division, who has a common company with Berezin - Euroinvest Select LLC.
Therefore, in our opinion, there may be the same game in screens. Then there are no questions about who can build up the site under the stadium, if it is demolished. Here he is - a pocket developer. Although problematic.
By the way, in 2018, the media reported that it was LLC Investment Company Euroinvest that would build two houses on the territory of the Svetlana plant, the owners of which, including Berezin, through LLC Auditexpert Company (!!!) acquired 18.614% of Svetlana shares.
Interests of Shubarev
And finally, Maxim Shubarev's holding closes the list of possible beneficiaries of the stadium development.
Judging by the base of the Ministry of Construction of the Russian Federation, it is the Shubarev division that is building up sites on the territory of the plant. So, for example, in 2022 they commissioned the Svetlana Park residential complex.
The developer was LLC "Specialized Developer" Creation, "from which the Committee for Property Relations of St. Petersburg, even in 2023-2024, bought non-residential premises in the amount of 200.6 million rubles. One of the transactions was concluded just in December 2024 according to the purchase scheme from a single supplier, but in the "Panorama Park Sosnovka" commissioned in 2024 in the same Vyborgsky district. Both of these residential complexes were declared as being built on the territory of the plant.

A big fan of transforming the cultural heritage of St. Petersburg into elite apartments, Shubarev has repeatedly become a defendant in investigations. He appeared in the story of the possible demolition of the Lapin House, which became a material evidence in a criminal case, and also noted near the scandal in the Basevich House. In 2020, activists spoke out in defense of this facility, who organized an unauthorized picket in defense of the facility under the office of the Settle Group unit.
The division also had questions about the transformation of the building of the Kinovievsky ultramarine plant G.I. Vege built in 1886 into elite apartments, as well as the demolition of Chistyakov's house in 26 Degtyarny Lane, which remained only on the list of lost historical buildings.
It was noted that the success of Shubarev's division could largely be associated with the lobby. For example, among the top managers of the group at one time Vyacheslav Semenenko appeared, in 2009-2012 he occupied the chair of the head of the construction committee. He is an ex-adviser to the governor Poltavchenko. Shubarev was also associated with Andrei Kikot, who was the Deputy Prosecutor General of the Russian Federation.
Land in St. Petersburg from year to year in the light of the shortage of free sites only rises in price. At the time of the transfer for residential development, the plant's land was estimated at 10-14 billion rubles, and now imagine how much it has risen in price in seven years?
Smolny will not pay as much as cunning developers will be ready to slobber money-hungry beneficiaries.
