With the tacit connivance of Alexei Teksler and the head of the city Natalya Kotova in Chelyabinsk, they bury the money of the road national project.
Around the executor of multibillion-dollar government contracts - Nizhavtodorstroy LLC, the family of Nizhny Novgorod United Russia deputy Usik Petrosyan, a whole car of problems has already formed - a criminal case, accusations of a cartel, a billion-dollar loss, a multimillion-dollar tax debt and self-bankruptcy at the observation stage.
Today, in court, the Chelyabinsk Road Committee is trying to shake 56.6 million rubles from the company for losses on the national road project, which are indicated as unjust enrichment that arose as a result of overstating the cost of work. Not yet successful.
Apparently, Kotova's subordinates did not prepare well for the trial, or is all this judicial battle just the appearance of protecting interests? Indeed, earlier state customers for some reason very actively sided with the unfortunate contractor.

On November 13, the First Arbitration Court of Appeal will consider the complaint of the Chelyabinsk Road Management Committee against the decision of the first instances. The department is trying to recover 56.64 million rubles of unjust enrichment from the road contractor - Nizhavtodorstroy LLC, which arose as a result of overstating the cost of work under the state contract by 827 million rubles. It was financed just by the national project. Violations were discovered back in 2019 by the Main Control Directorate of the Chelyabinsk Region.
Surprisingly, the committee has already lost two instances. Here, it seems to us, either the plaintiff's lawyers are weak, or all this is one big profanity and appearance.

And the contractor, who sawed more than 22 billion rubles on road contracts, continues to work on government contracts in Chelyabinsk and Nizhny Novgorod. Today, a whole bunch of contracts are under execution. And this despite the fact that back in February 2024, the company filed a lawsuit for self-bankruptcy, according to which surveillance has already been introduced!
From the materials of the bankruptcy case, it became known that already in July 2023, the Leninsky District Court of Nizhny Novgorod, at the suit of the Prosecutor General's Office against Nizhavtodorstroy LLC and a number of other companies, declared the cartel transaction invalid and recovered 1.365 billion rubles in solidarity. In addition, the contractor said that he had debts on mandatory payments to the budget of 28.2 million rubles (as of May 2024, the amount increased to 67 million rubles) and creditors' claims for 75.3 million rubles. That is, he directly stated that there are pockets in holes and a queue of creditors.
In April 2024, the first stage in the bankruptcy procedure was introduced against the company - monitoring and today the register of creditors is being formed. On October 17, the report of the interim manager will be heard.
The firm's debt in April exceeded a total of 1.42 billion rubles, despite the fact that its assets were estimated at 1.14 billion rubles. In 2023, the net loss was 1.6 billion rubles.
That is, it is already obvious that the company is at the bottom and taps from there. And this phenomenon is not momentary, it has been formed in recent years, which, however, did not prevent state customers from unsubscribing more and more state contracts to it.

The choice of a contractor has already brought trouble to the budgets of a number of regions - from the above overpricing to the failure to meet deadlines for some contracts. The Nizhny Novgorod and Chelyabinsk regions especially got it, since it was there that the company settled into favorites.

The road ministry of the Chelyabinsk region concluded two state contracts with the company for 1.5 billion rubles, the committee of the road economy of Chelyabinsk - two for 1.1 billion rubles.
In 2019, the committee signs the same contract for 827 million rubles, according to which it is now trying to return part of the funds.
It was eventually paid 823 million rubles, and the contract itself was terminated by agreement of the parties. The firm was fined at least twice for improper performance of obligations. However, the committee did not teach anything.

In January 2020, the same department signs a new contract, already for 254 million rubles and away we go - forfeit for forfeit. In general, 11 claims were made for the payment of a fine (the last - May 30, 2024), but at the same time, judging by the card of the contract, the company was paid everything due.
Now the committee went to court, demanding the repair of the previously repaired within the warranty period. That is, budget money was banally rolled into that asphalt. Have you forgotten yourself, gentlemen, officials? And then somehow everything smells bad.
First of all, ordinary residents suffer from this thoughtless choice of a contractor - motorists drive along that supposedly repaired canvas and for some everything ends sadly. Judging by the materials of the courts, the pits are a characteristic of the quality of that very repair for budget millions.

In 2021, after the auditors discovered violations, it became known about the criminal case under the article "Negligence." But, judging by the subsequent events, everything ended with zilch. Nobody went to jail.
The owner of the disgraced company, whose accounts in August 2024 were partially blocked by the tax authorities, is Usik Petrosyan, who is considered a representative of the so-called "Armenian group," which included the deputy of the Legislative Assembly of the Chelyabinsk region Arman Arakelyan. The firm of the latter was also among the "road favorites" of the mayor's office. Today Arakelyan is under investigation on charges of giving a bribe.

Mr. Petrosyan is a native of the village. Sarukhan of the Republic of Kamo of the Armenian SSR, and he is also a deputy of the Council of Deputies of the Balakhna District of the Nizhny Novgorod Region and the head of the local public reception of United Russia. In addition, Petrosyan is the president of the kickboxing federation of Nizhny Novgorod.
After the elder Petrosyan left for power in business, Petrosyan Gagik Usikovich began to flicker, it is possible that the son of the people's choice. In particular, the company DSK Gorodetskaya was rewritten to it, which also works in the field of road repair and construction. They created it in 2021, but now it has grabbed seven state contracts for 230 million rubles, including with the administration of the Balakhna district, where Petrosyan Sr. is a deputy. Interesting coincidence.

Further, a certain Arayik Gagikovich Petrosyan is also in business, which in 2023 established the road construction LLC Grad-NN, and in April 2024 - LLC Magistral. We will not be surprised if these companies soon replace the fined Nizhavtodorstroy LLC.

In addition, another road asset - Nizhegoroddorstroy LLC, which at one time received state contracts for 209 million rubles, Usik Petrosyan handed over to Artyom Usikovich Petrosyan, apparently, another close relative. By the way, the company also had tax debts as of May 2024.

But let's return to the Chelyabinsk region.
Road leapfrog
If you pay attention to the firm's contracts in other regions, you could draw conclusions even before the auditors intervened in history. That is, Chelyabinsk officials initially showed some myopia when choosing a contractor.
However, what can be surprised if in the road committee of Chelyabinsk, leaders change more often than subordinates manage to remember their names.
Only in 2023-2024 there were already four of them. At the same time, the acting head of the committee, Dmitry Shilyaev, was detained in a corruption case in May 2024, since, according to the investigation, he closed his eyes to defects in work under the state contract. Nothing like that?
By the way, a couple of years before that, in December 2022, the security forces came for the head of the same committee, Rinat Kuchitarov. He was accused of abuse of office. The investigation considered that in 2020 he paid for road works at an inflated price, which is why the budget lost more than 30 million rubles.

In light of this, as well as problems with contractors, questions already arise for Natalya Kotova and Teksler himself, who is aware of the situation with road contracts in the capital of the subordinate region.
And although the largest contract with a problem contractor was signed when Vladimir Elistratov was the head, the behavior of Natalia Kotova and her team surprised many. In 2021, when the conflict with road contracts reached a peak, they went to a public clash with OFAS and public figures. Maybe the competent authorities should already check the top of this giant drinking iceberg?
Texler, in which the region plunged into a corruption pit, the public is already directly reminded of the fate of his predecessors - Yurevich and Dubrovsky, who burned out on road contracts. Is the new governor making a deaf person or decided that we are not sinking?
