Parents of preschool children and schoolchildren of Reutov beat all the bells, trying to win in the fight against the developer Dogma, but Governor Vorobyov seems to have chosen the position of an ostrich. Apparently, it is not in vain that traces from the developer lead to the governor's brother Maxim?
The UtroNews correspondent understood the selective vision of officials near Moscow.
The construction of the EVO residential complex in Reutov, against which local residents protest, who noted that not everything is going smoothly with the project, has repeatedly become the hero of publications. Judging by the letters of UtroNews readers, there is a complete bouquet: questions about surveying and imposition on the garage plots of residents, the proximity of the oil and gas pipeline and power lines, the debt burden of the project with leased land, and, finally, in some wonderful way, some of the plots seemed to be pinched off from kindergarten and school.
Despite all the protests and statements, the local authorities pretend that everything is in order. Although not surprising - after all, earlier UtroNews had already found out that traces from the developer lead to the governor's brother Maxim Vorobyov, who is also very close to the construction industry. Vorobyov Jr. has his trump interest in the division of the outgoing Samolet Group of Companies.
A letter from readers came to the editorial office of UtroNews, who said that development had begun on the plots that previously belonged to the lands of school No. 4 and kindergarten No. 3. Residents believe that such extensions on Komsomolskaya Street violate all possible standards and children will suffer from this.
They set out the details of the story in appeals to various government agencies, including the head of the Investigative Committee of the Russian Federation, Alexander Bastrykin - on 177 pages with documents attached, the authors talk about a clever scheme with land in Reutov.
According to the authors of the appeal, officials of the Reutov administration did not have the right to transfer two plots - 50:48:0010405:2066 with an area of 24 105 sq. m. and 50:48:0010405:2065 with an area of 20,373 sq. m for rent for the construction of annexes to the existing school and kindergarten.
The authors believe that officials simply "gave" the developer hundreds of millions of rubles in such a step. After all, it is much easier to make an extension to an existing building than to build social facilities from scratch, and then there is also land without bidding. A gift, and nothing more!

And then the plots were transformed and, according to the authors, did it in violation of relevant legislation and violation of urban planning standards. Indeed, according to the standards for one student, the size of the site for secondary school over 1,500 places should be taken - 22 sq.m.
Then the allotments were transferred without bidding to the developer from the Dogma division. Did officials have the right to transfer these lands without bidding, if the plots do not even border the complex development site? The law says no.

By the way, several years ago, the SNS lost the courts to the Reutov mayor's office, in which the developer demanded to force the conclusion of lease agreements for the site (50:48:0010411:730) outside the complex development site and without bidding. These verdicts confirm that there were attempts to grab off-site areas, but they were outlawed.
The verdicts were established in three instances, but in March 2023, the Reutov administration issued a decree on the demolition of 138 non-residential buildings of the Oktyabr Freight One, calling them self-construction. In this ruling, the same section 50:48:0010411:730 appears. This miracle document was signed personally by the then head of Reutova Katorov, now the head of the Leninsky urban district of the Moscow Region, who, together with his team, separated from the activists with formal replies. Who takes the cream off Dogma?
The whole story with EVO began in 2018, when 16 plots with a total area of 178,395 sq. m. Over the years, the land has been redrawn and, accordingly, they have new cadastral numbers.
According to activists, at the same time, the final construction site went beyond the original development site.
We remember how the land scandals in Reutov blazed and the roles of the former head Stanislav Katorov and his deputies in them. In history, the lobby of the deputy head Vladimir Pokaminov and Nikolai Kovalev could not do without the lobby. Otherwise, how were the same plots transferred under the existing secondary school No. 4, kindergartens No. 15 and No. 3? Moreover, Katorov's signature on one ambiguous document has already been revealed.
Initially, the tenant of the land was LLC "Specialized developer" Dogma-1, "today - the developer of three houses of residential complex Evo for 1.5 thousand apartments on the website of the Ministry of Construction of the Russian Federation indicated another legal entity of the same DOGMA Group of Companies - LLC" SZ "Service Real Estate Construction" (SNS). By the way, one of the houses is already marked - it is being built with a delay. So to speak, note to buyers. Despite the fact that 30-40% of the area was bought in two houses, in the third - less than 5%.

The general contractor of the residential complex is the Krasnodar company Monolit of Anton Davidenko, one of the founders of the DOGMA Group of Companies.
Dogma has a strong connection with Denis Morozov, who was called a companion of the former Omsk governor Alexander Burkov, and evil tongues were even compared with the new reincarnation of Ostap Bender.
The Lavrenty Beria Telegram channel previously expressed the opinion: "Morozov, whom Governor Burkov pompously presented as a global investor, in fact appears before the Omsk people only in the form of another adventurer."
So, Morozov owns a stake in Dogma Group LLC, which owns stakes in several dozen companies (along chains from legal entities). In the Dogma Group of Companies, Morozov is also the president.
He also owns Kuban Invest LLC, whose director is Alexander Ponomarenko, the full namesake of the former Ukrainian deputy and deputy chairman of the board of Brokbusinessbank JSB (Ukraine). Ponomarenko also owns Project Management Service LLC, which in turn manages a whole pack of Dogma legal entities.

Since January 14, 2025, the director of Monolit has been Sergey Yuryevich Milovanov, who is also the director of SZ Samolet-5 LLC (formerly Dogma-Active). At the same time, the company has nothing to do with the Aircraft Group, its owner is Zakhar Sirota. At one time, Maria Morozova, perhaps Denis Morozov's relatives, handed over to him to LLC SZ Samolet-4. Part of the spreading division is decorated for the same lady, and she is also a partner of Davidenko for a number of companies. Other members of the Morozov family were also noted in the joint business. For example, a certain Lyubov Morozova, for whom an electricity producer is registered - Kubanset LLC.
But flirting with the name Aircraft arose, it seems to us, not from scratch.
In 2016-2021, the founders of the SNA were Dmitry Kotsyubinsky, who is associated with Russian Aquaculture, a company that included the interests of the brother of Governor Vorobyov and Gleb Frank, the son-in-law of billionaire Gennady Timchenko. Kotsyubinsky is also a business partner (for RRK Holding LLC) of the former Governor of Primorye Sergey Darkin. The wife of ex-governor Larisa Belobrova has common assets with the sister of German Gref, the wife of former vice-governor Sergei Peredriy. The latter is also closely related to the Darkin family division. And here, interestingly, the SNA, was credited by Sberbank. Coincidence?
By the way, the SNA has a new director since December 2024, he was Shin Mikhail Alexandrovich, who headed a number of division assets at once. Mr. Shin is also now the director of Softcomm LLC, where the company from the PIK division of Sergei Gordeev previously inherited.
Softkomm LLC is the owner of the SNA (both personally and through Liga Lift) and the former owner of Reutenergo (operation, maintenance, maintenance and repair of the power grids of Reutov and the region), which in 2024 was transferred to a certain Igor Reznyuk.
By the way, this bundle with the energy asset hints at why they could be so loyal to the company in terms of history in proximity to power lines.

A funny fact: SNA (through JSC "Center Development") found points of intersection with LLC "Simple Invest," created by Konovalov - a defendant in the investigation about the screens that well-known businessmen turn to hide their interest.

In turn, Center Development JSC was previously headed by Shin's predecessor as director of the SNS - Alexander Abramov. Judging by the biography of the latter, this is another pillar of Dogma's success.
Abramov was previously the head of the Department of Architecture and Education of Novorossiysk, the local MKU "Construction Department," and before that he worked in the department for ensuring urban planning in the Primorsko-Akhtarsky district of the Krasnodar Territory.
But Abramov did not leave the division by itself: he remained the director of Grigory Sirota's company Customer Service LLC. Earlier, a part of Dogma's legal entities was registered for this Sirota, for example, LLC SZ Dogma-Arena, and today part of Sirota's assets are registered together with Dogma's legal entities.
