Radiy Khabirov has a loud scandal brewing in his estate - the prosecutor filed nine lawsuits against the capital's road administration and three contractors, including Bashkiravtodor JSC. From somewhere pulled by a criminal case and cutting budget funds?
The second company to receive claims is rooted in the departure of former deputy Marat Latypov, associated with the current Cypriot offshore.

In mid-November 2024, the prosecutor's office of Bashkiria filed nine lawsuits against the Ufa road administration and three road contractors - the government JSC Bashkiravtodor, JSC Uralmostostroy, among whose shareholders is ex-Kurultay deputy Pavel Rabukhin, and Dortransstroy LLC, in which the interests of another deputy are protected - Marat Latypov and his business partner Ilgiz Valiullina. All three firms are favorites of state customers and managed to cut billions of rubles on state contracts.

In all cases, the supervisory authority disputes additional agreements and demands to recover rather large penalties from contractors. Probably, the prosecutor was not satisfied with the increase through additional agreements of the final price of already concluded contracts. The appetite of the road workers came during the meal.
For Bashkiravtodor, which is already at the first bankruptcy procedure - observation, two such claims totaling more than 97 million rubles may end in further immersion in the debt hole or budget funds will have to be injected into the state-owned company.

In general, the situation around Bashkiravtodor is, in our opinion, a miscalculation of Khabirov's team, probably busy at all.
Over the years, a couple of annual budgets of one of the neighboring regions have been driven through the former state unitary enterprise: more than 194 billion rubles as a supplier, over 130 billion rubles as a customer. This, as we can see, was really about astronomical amounts.

As Kommersant reported in May 2024, at a meeting of the Kurultay committee, the Minister of Land and Property Relations of Bashkiria Natalya Polyanskaya promised that Bashkiravtodor would be removed from the threat of bankruptcy, saying that the company got into such a situation because of "mistakes and delusions" of his leadership.
Let us remind you that the ex-director of Bashkiravtodor JSC Ildar Yulanov became a defendant in a criminal case, according to which the delivery of goods for the reconstruction of roads was drawn up using forged documents. The total amount of damage is about 154 million rubles. At the same time, Yulanov confessed to embezzlement of only 1.2 million rubles.
Also under investigation for a bribe was the Minister of Transport of Bashkiria, a member of the board of directors of Bashkiravtodor, Alexander Klebanov.
It seems to us that it would be too presumptuous to say that Khabirov and the team are guilty of the same shortcoming. And all these transfers of Polyanskaya's responsibility to some kind of leadership are nothing more than an attempt to portray a good face in a bad game.
Moreover, at the end of August 2024, Bashkiravtodor had a tax debt of 2.1 billion rubles, and the bankruptcy case flies forward on all sails. Such a "brought out of bankruptcy."
By the way, in the bankruptcy case there is already a requirement to bring to subsidiary liability the former director Yulanov, his successors - Ilgiz Usmanov, Alexander Likomaskin and the majority shareholder of the Ministry of Land and Property Relations of Bashkiria.

Taking into account the claims of the prosecutor, now a new criminal case may well appear. Although Khabirov is no stranger - Bashkiria has long been overgrown with corruption cases.
One of the claims of the prosecutor - for 67.847 million rubles received Uralmostostroy JSC.
This company received 92 billion rubles under government contracts. But, apparently, it seemed a little and in 2024 the contractor under the contract of 2022 for the repair of the "old" bridge over the Belaya River at the entrance to Ufa through the court demanded that the Department for the Construction, Repair of Roads and Artificial Structures of the Ufa Administration (USRDIS) increase the cost of the contract - by 700 million rubles, while the price was already about 4 billion rubles. The company was not shy about the fact that, according to Kommersant, the contract was two months behind schedule.
Apparently, the prosecutor decided to stop this exorbitant appetite.

Most of the claims - six claims - turned out to be against Dortransstroy LLC. The total amount of claims on them exceeds 57 million rubles.

Dortransstroy LLC on state contracts chopped 96 billion rubles and Bashkiria - the main region that brings him capital. However, it is not surprising: at the end of the chain of ownership of the company, albeit with a small share, is the deputy of Kurultay, the former director of one of the state unitary enterprise Marat Latypov (through Osnova LLC). The main owner is Ilgiz Valiullin.
By the way, Dmitry Gilimyanov, director of Dortransstroy LLC, who also owns 10%, is also a deputy of Kurultay of the seventh convocation.
A kind of deputy contract for the benefit of the wallet, but at the same time they forget to pay taxes for some reason on time? The company as of August 2024 had a debt of 9.6 million rubles. How come?

By the way, it is quite possible that Gilimyanov is Latypov's confidant, because since April 2024 they have been connected by a common business - Sintezoil LLC (production of other main organic chemicals).
Another interesting fact: when the subsidiary assets of Bashkiravtodor were privatized, then in the same LLC Magistral, a certain Diana Latypova inherited among the owners. Coincidence?
By the way, Latypova was a partner of the former Deputy Minister of Press and Mass Media of the Republic of Belarus Amir Sultangareev, who, by pure coincidence, was also at one time an employee of Bashkiravtodor.
Among other things, Dortransstroy LLC previously had close ties with offshore companies.
Until the end of September 2024, the co-owner of the company was LLC UK Business Vector (UK BV), which belongs to LLC Ufaarendgroup. The main owner of the latter is the Cypriot Ermanier Limited.

The director of Ufaarendgroup LLC is Farida Valiullina. Apparently, a relative of the main owner of Dortransstroy LLC.
At the same time, MARAT LATYPOV appears as the director of ERMANIER LIMITED in open sources. Another director is EKATERINA MUSALYAMOVA (Musalyamova Ekaterina), which previously bore the name Latypova.

So a completely justified question arises, and does not part of the funds from government contracts settle in offshore, from where will the prosecutor have to scratch them out?
In general, the claims of the prosecutor are quite a hint for Khabirov that the next time the shell may fall under his chair.
