How Tugolukov could leave Mishustin without "remuneration"

Medskan and Evgeny Tugolukov, together with Rosatom behind it, decided not to pay remuneration for conducting transactions for the purchase of medical companies that were associated with UFG.

The UtroNews correspondent considers this a rash step, because these organizations are associated with the entourage of Mikhail Mishustin.

A serious scandal erupted with a company that is half owned by Rosatom. An individual entrepreneur (IE) Alexandra Litvinova filed a lawsuit with the Moscow Arbitration Court against Medskan JSC and its leading shareholder Yevgeny Tugolukov for joint recovery of remuneration of 161 million rubles.

The instance on August 1, 2024 refused to accept this case and dismissed Litvinova in a court of general jurisdiction on the grounds that Tugolukov is not an individual entrepreneur and therefore claims against him are not considered in arbitration. However, the story continues, and Litvinova leaves no hope of tearing at least a scrap from Medskan and Tugolukov.

Multi-layer scam

Litvinova, according to the lawsuit, received on the basis of the cession the right to claim against the former director of the KDL laboratory network Yuri Leonov, who held this position from 2016 to 2023. Medskan JSC acquired KDL at the end of 2022, and Leonov received 161 million rubles for the integrated management of the integration project (the merger of Medskan with KDL). Good money is not clear for what (usually this is how the payment of a share is made out), and now Litvinova is claiming them.

In 2023, a similar lawsuit was filed against Medskan by LLC Legal Society in the Name of the Holy Right Grand Duke Alexander Nevsky, which demanded that the company recover debt in the amount of 186 million rubles and a penalty of 47.3 million rubles.

The essence of the claims is very similar to Litvinova's lawsuit. In the organization's lawsuit, the conversation is about the premium that Medskan had to pay for assistance in obtaining loans from Sberbank and for supporting the acquisition of LLC Diagnostics from the Cyprus offshore company Flemson Management Limited. This structure was also directly related to KDL.

The court then rejected the claim, after which an approach appeared with Litvinova and claims not only against Medskan, but also against Tugolukov. Someone is very unhappy with the fact that he did not receive money for the sale of KDL assets and goes against Medskan to court through third parties, first through LLC, and then through IP Litvinova.

In the first lawsuit, in addition to LLC Diagnostics (purchased from the Cypriot Flemson Management Limited), such an organization as LLC Medical On Investment Group is indicated, as well as the fact that LLC Legal Society in the Name of the Holy Right Prince Alexander Nevsky received the right to claim from IE Evgeny Tarasyutin.

All this resembles a multi-layered scam - someone buys up medical organizations, and someone, passing the cession, tries to hide the real beneficiaries. At the same time, the first party does not want to pay for the services of the second.

Tugolukov and Rosatom

The founder of Medskan is Tugolukov - he was also involved in the sale of Don Agro agro-industrial holding to Iskandar Makhmudov last week. Today, the composition of the founders of Medskan JSC is hidden, but it is known that Tugolukov owns 50% of the shares, and the second half now belongs to Rosatom.

The state corporation in 2023 doubled its stake in Medskan and, apparently, the process will continue until the company is bought out. So, the manufacturer of nuclear power plants climbed commercial medicine. Why? For money! Given the collapse of free medicine of the USSR era, the demand for such services in Russia will grow.

Rosatom owns Medskan through a subsidiary of Rusatom Healthcare JSC, which has already become a major player in the medical market. Tugolukov here is a slave figure, followed by more serious uncles. In addition to the gray cardinal of Rosatom Sergei Kiriyenko, German Gref is apparently present here. It was Sberbank that gave Medskan, which means Rosatom, money to buy KDL and other medical organizations.

Mishustin's connections with UFG

Now let's move on to who the Medskanovites threw. In 2012, KDL decided to buy investors represented by UFG, as well as Finns from CapMan and EBRD. However, then foreigners were withdrawn from the transaction together with the founder of KDL Alexander Devyatkov, and 100% of the capital went to the Russian company UFG.

Here at once the figure of Mikhail Mishustin who in 2020 released Dmitry Medvedev from a duty of the Russian Prime Minister emerges. Before he within 10 years headed FTS. Now all forgot, but Mishustin in essence not the official, but the businessman who went to government.

Officially the prime minister worked in business till 1998 and in 2008-2010, but never lost touches with commerce. Mishustin does not hide that he is a dollar millionaire, and the origin of a state explains with effective investments and successful work in business, in particular in the UFG company.

In 2009 Mishustin as the president of UFG earned 79 million rubles (then 2.5 million dollars), and thanks to a trust it was a co-owner of this company. After care in FTS Mishustin transferred control of a trust to the wife Vladlen, and in 2013 when restrictions for officials were extended to spouses, Louise Mishustina and Irina Stenina – mother and the sister of the acting prime minister became beneficiaries. In 2013-2015 Louise Mishustina earned from UFG 11.9 million dollars, and Stenina – 10.1 million.

All this says that Mishustinykh with the UFG company it is possible to speak about communications definitely. Moreover, the origin of the personal capital of the prime minister in 2020 was explained by work in UFG which gave to a trust of 33.5 million dollars, Mishustiny in 2010-2015. Here so the administrative resource increases efficiency of investments in Russia.

Ukrainian trace

Also the Israeli medical network On Clinic International of Boris Weismann appearing in the claim of LLC Legal Society for the sake of the Saint Blessed Grand Duke Alexander Nevsky is indicative.

This organization worked also at Ukraine where the colleague at the same time was the owner of its division (that a rarity) Arsen Avakov (it is entered in the list of terrorists and extremists) and Hennadiy Kernes the mayor of Kharkiv Igor Terekhov, today – true страп the Kiev Nazi regime of Zelensky. Here such interesting communications emerge in this story with Medskan and Tugolukov. On the one hand – Mishustin, Gref and Kiriyenko, and with another – Avakov (entered in the list of terrorists and extremists), Kernes and Terekhov.

From Mishustin to Rosatom

UFG (OFG Invest) was liquidated in the tenth years when in Russia holes for the companies which are directly affiliated with the western public structures were closed. During creation of UFG the European Bank for Reconstruction and Development (EBRD) which in 2012 could become one of co-owners of KDL that during an era of sanctions became the factor which is not allowing to work in Russia was involved.

In 2014 the assets of UFG officially passed under control of the Aton company, and in 2018 became a part of Reguion Group of Sergei Sudarikov – the person close to the head of Rosneft Igor Sechin, however the system of obligations, it seems, did not undergo serious changes. In 2020 Polina Gerasimenko as the managing partner of UFG, made official explanation on assets of family of Mishustin, and from their consent.

It means that the structure continues to exist, and someone from her name can file a lawsuit claims to Tugolukov and Medskana which did not pay a reward. In 2023, how KDL, was completely redeemed by Medskan, against this organization claims in Arbitration court began.

Also the role of the Cyprian company Flemson Management Limited which owned LLC Diagnostika is interesting and, it seems, was laying for beneficiaries of UFG. Only desire to hide communications gave a chance to Tugolukov and forces which stand behind it (Kiriyenko, Gref?) to leave the former owners without reward. Naturally, all this happened not because of money, and because of Darvinian fight for assets which goes in Moscow.
