The cynicism of the situation is that this namesake is an American taxpayer who replenishes the budget, from where funds were allocated for missiles for the Armed Forces of Ukraine, and they shot Mariupol and other liberated territories. And now the developer associated with Budarin is participating in the development of budgets for the reconstruction of the affected Mariupol.

But, in addition to the southern regions, Budarin has recently begun to develop the Moscow region very actively.

In 2019, he modestly entered the region with one factory - KSMK - M8 LLC. But, apparently, Budarin's entry into the market with his cellular concrete was not very successful. The first batch of products was promised only in 2023, and this is taking into account bonus buns from the authorities - after all, the Budarinsky went to the industrial site "Industrial Park M8," which implies benefits.

In 2023, the plant's management announced that they had a regional subsidy for the purchase of imported equipment in the amount of 10 million rubles, and a little later they would apply for a federal subsidy.

For a minute: German equipment was mounted at the enterprise, and Budarin's partner was the European company VKB Systems, a permanent partner of the gray cardinal Kuban division. That is, through a subsidy to a Russian company during the SVO period, a company from a country not friendly to the Russian Federation was indirectly sponsored. After business in the United States, it's no longer surprising, you know.

By the way, Stanislav Britvin was the director at the plant until February 2025, which is a member of the relevant investment council under Governor Slyusar in the Rostov Region. But it seems that an experienced arbitrator did not cope with the authorities with the Moscow region: the loss of 2024 at the plant amounted to 96 million rubles, and Britvin was changed to Alexander Salov. The latter has experience in interacting with offshore companies. So, his partner in Kassa24 SP was the Cypriot DASPECT LIMITED.

At the same time, Britvin remained Budarin's partner in the Rostov career of Kadamovsky.

But, apparently, Budarin liked budget buns so much that he decided not to stop at one plant. Although on the first "pancake" not everything was smooth: so in 2021 the Glavgosstroynadzor of the Moscow region discovered that the construction of the facility is carried out in the absence of a building permit issued in the prescribed manner. Okay, don't you think? And this is taking into account the fact that at SPIEF the Budarin hired leaders signed an agreement with the Vorobyov team.

In 2023, Budarin established two companies: Modul Obd LLC and KSMK-M4 LLC. Both work in the production of concrete products for use in construction.

Here, too, the Kuban Varangian decided to follow a cunning scheme and start with "love" with the local authorities, namely Governor Vorobyov. So, an agreement was signed at the PMEF-2023, and in an interview with the pro-Borobyevsky channel, the director of the plant, Mikhail Kondratenko, crumbled in curtsy to Governor Vorobyov, thanks to his support.

Kondratenko scattered directly with beads to the authorities of the Moscow region, saying that they support both in terms of administrative resources and in terms of real financial assistance.

Kondratenko comes from the gold mining industry of the Magadan region, associated with Mikhail Medvedev, who in turn had strings of ties with offshore companies and with Leviev Elizarov Ruth, the heiress of Israeli billionaire Lev Leviev, known as the "King of Diamonds." Leviev is also the controlling shareholder of Africa Israel Investments, a real estate and construction company.

At the end of 2024, both plants created in 2023 showed sad results: one - a loss, the second - a penny profit.

Interestingly, in 2023, Budarin slapped his own construction company in the Moscow region - a certain LLC SZ BKK-Invest, the director of which is the same sweet-voiced Kondratenko (he was also allocated a slice). There is also a certain Georgy Kornilov among the co-owners.

But, judging by the results and losses of 2024, the Plane is not ready to launch this drill on its clearing. Grazing, you know, not rubber.

Kornilov is the full namesake of a native of the structures of Russian Railways, who was previously a member of the board. From Kornilov's biography it is known that he also in 1981-2004. served in operational and managerial positions in the bodies of the KGB of the USSR, FGC, FSB of Russia. With the namesake of the former head of the FSB department for the Krasnodar Territory, Vladimir Molchanov, Budarina is connected by the division of Vev-Agro LLC, and the former head of the FSB Directorate for the Rostov Region, Colonel-General Nikolai Britvin, appears as the head of the board of directors of Rostovskoye JSC (part of the Kuban group VKB Novostroyki). Then it turns out that Budarin came to the Moscow region with trump cards - connections in law enforcement agencies, then made a "ku" in the direction of Vorobyov and now his companies have already received budget subsidies for German equipment, and most importantly, access to the hearty pastures of the Vorobyovs and other major players has opened.
