Over the brainchild of the stepson of Deputy Prime Minister Golikova, the Nanolek firm rained down budget offerings - a contract for 1.4 billion rubles was transferred to her.
The drug, which should be supplied by Nanolek, is produced by the division of the oligarch Kharitonin, a family friend of Deputy Prime Minister Golikova and former Deputy Prime Minister Viktor Khristenko, but this time Kharitonin moved up and did not participate in the tender directly.
"Nanolek," which became the only participant in the corresponding tender, is the brainchild of Khristenko's son, who, having made a circle of hands of proxies, has been registered since January 2025 for citizens close to Kharitonin and the Khristenko family and related closed-end investment funds. As they say, money from the family will not go anywhere.
The UtroNews correspondent understood the story.
On March 11, 2025, the Federal Center for Planning and Organization of Drug Provision for Citizens of the Ministry of Health of the Russian Federation signed a contract worth over 1.4 billion rubles. Its executor was the only participant in the corresponding tender - Nanolek LLC. In the case when one application is received for the tender, a contract can be concluded with the company at the maximum price, as happened this time.

It is interesting that the drug Interferon beta-1b, judging by the open data, is a drug of one manufacturer, or rather one division.
As follows from open sources, the owner of the registration certificate for it is Biocad JSC, a supplier for thousands of government contracts worth more than 75 billion rubles. But at the same time, only one Nanolek appeared on the tender. How come?

And the casket actually opens quite simply: both the winner of the tender and the holder of the registration certificate are links in one friendly company of budget absorbers. Strings from the legal owners of one and the other lead to Viktor Kharitonin, the owner of Pharmstandard, a friend of the Golikova-Khristenko family, whose son was the founder and long-time owner of Nanolek (together with ex-deputy of the Legislative Assembly of the Kirov region Mikhail Nekrasov). So far, after the scandals and against the background of numerous government contracts that looked like a conflict of interest, he has not demonstratively left the company. True, as we remember, family proxies came to replace Vladimir Khristenko.
Until April 2023, the owner of Nanolek LLC was the Cypriot NANOLEK HOLDING LIMITED, the beneficiaries of which back in 2020 were Vladimir Khristenko, Mikhail Nekrasov and Andrey Reus.
Reus is the former deputy of Viktor Khristenko when he was a federal official, including the Minister of Industry and Trade of the Russian Federation, who also had points of intersection with him in business. For example, they crossed paths at Sport Projects LLC, where another former deputy of Khristenko, Andrei Dementyev, also inherited.

In addition, Reus has stakes in companies associated with Kharitonin. For example, both Pharmstandard and Reus have shares in Elpida LLC.
The director of NANOLEK HOLDING LIMITED, which is still active today, was at one time MARINA MAZUREVSKAYA - deputy general director of Nanolek, that is, Khristenko's confidant.
Together with Mazurevskaya (previously bore the name Akhrimenko), which until a certain time was a member of the company's board, Nanolek LLC was also a co-owner of Immolab, which was liquidated in 2023. Today Mazurevskaya owns Hospital Invest LLC, which has more than a dozen subsidiary assets, including Khalsa LLC, where Vladimir Khristenko had a share.
But back to the owners of Nanolek LLC.
Since April 2023, ZPIF has become the owner under the management of LLC UK K2 Group Anton Pak, who, as it turned out, is also far from a stranger to the Khristenko-Golikova family.
For several years before that, Pak headed the board of directors of Nanolek, and it was also under the wing of his K2 Group that both Khristenko Sr. (for example, Laifinvest LLC) and his son's partner Mikhail Nekrasov, who was a deputy in the Kirov region and some time ago deputy minister of economic development of South Ossetia.
LLC "Gloriyainvest" went to Pak's company, among the owners of which was not only Nekrasov, but also Andrei Reus. UtroNews gave details earlier.
And in January 2025, the owners of Nanolek LLC change again. In place of Pak come Gennady Schweigert, Pavel Mileiko, as well as two closed-end investment funds, one of which is managed by LLC UK "DD Kalita." The owner of the latter is Kulkov Vasily Egorovich, the son of Yegor Kulkov, Kharitonin's longtime business partner in a whole bundle of assets, including Pharmstandard.

However, both Mileiko and Schweigert are also connected with the friend of the Khristenko-Golikova family, the oligarch Kharitonin, and with the tall family itself.
So, together with the aforementioned Reus and Kharitonin, both new owners of Nanolek were co-founders of Gudstart Invest JSC. Then, with the same composition, but already plus with Dementiev (another former deputy of Khristenko), they were also co-founders of ES Ji Biotech JSC, a manufacturer of pharmaceutical substances, which, judging by the financial report, is closely connected with Kharitonin's Pharmstandard.

In addition, Schweigert is a co-owner of Aresbank, where Kharitonin, Kulkov Sr. has a share, and Mileiko, with whom Schweigert also owns Narcissus-2 (another shareholder of the bank).
And the most interesting thing is that in January 2025, the new owners appointed Yevgeny Barinov, who was the director of Immolab, when it was controlled by Vladimir Khristenko, as the director of Nanolek LLC.

This suggests that the real beneficiaries may not be those who are included in the Unified State Register of Legal Entities, but the former owners, hiding behind proxies as screens, continue to row government contracts in both hands.
Returning to the state contract for 1.4 billion rubles, we note that in JSC Biocad, which is the holder of the registration certificate of the desired drug, the shareholder, in addition to Dmitry Morozov, was PJSC Pharmstandard Kharitonin.
And here's what else is interesting: in December 2024, NP Finance LLC, owned by ZPIF under the management of DD Kalita Management Company, became the owner of SZ Novamosstroy LLC, which previously belonged to former Kuban prosecutor Boris Yunanov.
The partners of NP Finance in this company were the same Mileiko and Schweigert, as well as Vasily Egorov, another partner of Kharitonin and just in Biocad Holding, the parent company of the domestic drug manufacturer Biocad. Egorov also appeared as the owner of a 0.52% stake in the above JSC SG Biotech and co-founder of JSC Goodstar Invest.

Thus, today, in our opinion, there is a certain game of giveaways on some guest performers, the cream of which is removed by the same faces close to the Madame Arbidol family. At the same time, the prosecutor's office and other supervisory authorities point-blank do not want to see a possible conflict of interest, although everything looks like an agreed drink of the state budget...
