Personal opinion on an urgent question: North Korea can join exercises of the Russian Federation-People's Republic of China

The ambassador of Russia in the DPRK Alexander Matsegor said that North Korea it is necessary to invite to participate in joint exercises of armed forces of Russia and China. The diplomat in a conversation with the correspondent of TASS also promised "significant and loud" participation of the Russian Federation in celebrations on the occasion of the 75 anniversary since day of foundation of the DPRK which is celebrated on September 9.

The ambassador noticed that the relations of the Russian Federation-DPRK are characterized as "tactical and strategic mutual understanding and interaction". Sanctions of UNSC "don't influence the bilateral political relations at all", - Matsegora said.

During the interview, safety issues were discussed. In particular, what is done in the region of the Korean peninsula of the USA and also their younger partners – South Korea and Japan. Americans convince these wards that their global interests are and there is a prosperity guarantee for Seoul and Tokyo. Details in material of the correspondent of The Moscow Post.

But crisis in Ukraine shows that it is harder and harder, than seems from windows of the White House. Nevertheless, at the suggestion of Washington the wheel of confrontation slides also across the Far East, actions of the USA and their allies give rise to counteraction.

Action gives rise to counteraction

The ambassador Matsegora when he remembered about bilateral and tripartite exercises of the USA and allies on the land, the sea and in air spoke about it in an interview of TASS. And the purposes of these exercises don't disappear, it is the DPRK, China and Russia.

Need for a certain joint response looks quite appropriate, - the ambassador considers. In particular, the Navy of Russia and the Navies of China in August finished the next joint patrol of a northern part of the water area of the Pacific Ocean. Exercises lasted more than three weeks, more than 50 educational and fighting exercises, including with use of ship weapon are executed.

The leader of the DPRK Kim Jong-un, making the congratulatory speech in honor of Day of the Navies, I said that "our Naval Forces will become the component of the nuclear constraining forces of the state performing strategic tasks". According to him, navy — "the comprehensive force", he has to play an important role in protection of sovereignty of the DPRK not only during emergency situations, but also in the future.

Kim Jong-un made this statement against the background of joint exercises which the USA, South Korea and Japan staged in the international waters. Pyongyang called exercises a war rehearsal. China also criticized the USA and their allies. According to the deputy permanent representative of the People's Republic of China in the UN, they "will even more aggravate tension" and will increase risk of confrontation and the conflict.

So far Pyongyang reacts to a situation on the Korean peninsula as finds necessary. In particular, in response to joint maneuvers of aircraft of the USA and South Korea with participation of three dozen planes North Korea staged drills with imitation of tactical nuclear attack.

Northeast Asia in a sight

Such tough reaction is explainable. Threat to the existence of the DPRK serious. Americans in the region of Northeast Asia "were also "thoroughly dug round" long ago, have only in one Japan eight full-fledged military bases and more than one hundred various military facilities. The number of the elite military units and service staff placed there exceeds 50 thousand people.

The prefecture Okinawa occupying less than 0.6% of the territory of the country became the main area where the USA placed three quarters of the military facilities and more than a half (25.8 thousand people) of all military personnel billeted in Japan. It seems that it gives to Washington sense of superiority in military force on approaches to east coast of the People's Republic of China and not only.

About the same the American military personnel it is placed in fifty places in South Korea though business goes to a conclusion of military infrastructure out of borders of densely populated areas, including Seoul. The base near the city of Pkhentkhek (the district Pyeongchang in the central part of the country) was constructed for the 8th U.S. Army which "moved" from Seoul there.

Object became the largest military base of the USA abroad. Camp Humphreys – base of ground forces – one of three key military facilities of the USA in South Korea. The mega-complex, among other things, "watches" east coast of China. In twenty kilometers to the North there is an Osan air base, in 80 km on the South on the coast - air base in Gansana.

Many key objects of the USA in South Korea are developed on the coast of the Yellow Sea and have "tasks" as well on the Chinese direction. Then, as military presence of the USA in Japan provides control over regions of the Sea of Japan and the northwest sector of the Pacific Ocean. Where Russian fleet and strategic forces of sea basing.

It is clear, that North Korea is in the center of crossing of all these tasks and regional interests, itself representing the main target for forces of the USA.

Camp David Gatherings

US President Joe Biden, Japanese Prime Minister Fumio Kisida and President of the Republic of Korea Yoon Seok Yol met on August 18 at Camp David near Washington. The summit was dedicated to countering Russia, China and the DPRK. The participants agreed to conduct joint exercises annually in order to strengthen military cooperation and continue the "expanded deterrence" of Pyongyang.

According to the official representative of the Russian Foreign Ministry Maria Zakharova, "the agreements reached within the framework of this meeting are clearly confrontational, sustained in the spirit of the Cold War, aimed at building a block architecture in the Asian-Pacific region under the pretext of responding to global challenges and threats, including the DPRK nuclear missile program."

The Kremlin also did not remain silent. According to the press secretary of the President of the Russian Federation Dmitry Peskov, Russia maintains good, mutually respectful relations and contacts with the DPRK at different levels. "This is our neighbor, a very important neighbor in their region, so this relationship will continue to develop," he said.

Earlier, the Minister of Defense of the Republic of Kang Sun Nam in the text of his speech at the XI Moscow Conference on International Security stated that the visit to the DPRK Minister of Defense of Russia demonstrated "combat friendship and cohesion between the DPRK and the Russian Federation."

"Comrade Kim Jong-un has repeatedly met with Defense Minister Comrade Sergei Shoigu, voiced his assessment and principled position on the sharply changing situation of ensuring international security and the military-political situation on the Korean Peninsula and stressed his intention to further develop tactical-strategic interaction and cooperation between the two countries in the field of defense security," Kang Sun Nam said.

Prospects for strengthening ties with the DPRK

Ambassador Matsegora said that political relations with the DPRK are strengthening, becoming even closer. This is evidenced by the recent visit to the DPRK of the Russian delegation headed by the Minister of Defense of the Russian Federation, the participation of DPRK representatives in the Army-2023 forum in Moscow, as well as words of support for the military-military organization and Moscow policy, regularly heard from Pyongyang.

Russia and the DPRK have almost complete coincidence of views on the international agenda. Fundamentally important for the Russian Federation is Pyongyang's unconditional support for the Russian position on the Ukrainian crisis. In turn, Moscow shares estimates of the reasons for the aggravation of the situation around the Korean Peninsula and in Northeast Asia as a whole.

Permanent Representative of Russia to the UN Vasily Nebenzya said that the Russian-Chinese draft political and humanitarian resolution on the DPRK remains relevant. "There is no doubt that its potential adoption will bring much more in comparison with such deliberately dead-end measures as the demonization of Pyongyang and the inhuman policy of building up sanctions pressure," Nebenzya said.

And he added: "We are convinced that the policy of strict restrictions has long exhausted itself. It fundamentally contradicts the tasks of restoring confidence, which the Security Council should be concerned with in the first place. "
