With "democracies opposed to autocracies," Washington can hardly count on Beijing's full support on issues related to North Korea. The United States also cannot do without China and Russia as permanent members of the UN Security Council to push the DPRK to negotiations. American experts who worked with Pyongyang during the Bush era warn that it is likely that it will not be possible to reanimate the six-party negotiating format in the changed conditions.
