A little bit about the new language of international diplomacy.
This was not the choice of Russia or China, but the diplomatic dictionary is replenished with such concepts as "impose sanctions," "pervert," "answer," "pay," "enemy," "unfriendly," "truth about the war," "monuments to the dead." Further, according to the list, which Washington and Brussels have recently replenished themselves, and force Russian diplomacy to replenish with new terms, the correspondent of The Moscow Post reports.
Moreover, fake lines of contact-confrontation such as democracy and "human rights," the situation of "national minorities" and non-traditional communities are imposed on both Moscow and Beijing. Provocative lines of "threats in cyber space" and invisible schemes of "interference in elections" are drawn. Often, this is done in order to politically pressure and discredit the partner in the eyes of the world community, as well as in the domestic political interests of the draftsmen themselves.
In general, it must be bitterly recognized that the conditional dictionary of generally accepted norms and rules of interstate relations is poor day by day. At the same time, all new "receivers" and methods of countering the opposite side, and in fact the "enemy," are introduced. Russian diplomats probably had a lot of effort to introduce this term into their daily dictionary.
That's logical. However, a simple Russian man in stock now has many other words addressed to European and American diplomats. Yes, such that the word "rams" will be in comparison with them a language of vocabulary.
"Chicken is not a bird"
Nevertheless, in the briefings of the Russian Foreign Ministry, phrases such as "Cold War language" or "archaic block thinking" still sound. But, taking advantage of the immunity of the observer concerned, I would like to ask about the real state of affairs.
How, for example, can the Kremlin's relationship with President Biden's White House be characterized, if not the Cold War? This is definitely not the "peaceful coexistence" of Leonid Brezhnev's time, then maybe this is a "hybrid war"? Or something else? Or is it in response worth calling all American presidents - from Bush Jr. to Obama - "criminals" and "executioners" of the peoples of Iraq, Afghanistan, Syria? Or is Russia embarrassed to make generalizations and put labels on the enemy, at least in response to "generalizations and labels" made by the other side?
Regarding the "block thinking," it seems that "everything" and "everything" has cleared up and burned to the limit. The bloc is - this is the EuroNATO Union. This complex alliance works, it is more dangerous than the blocks of the cold war period. The arguments lie on the surface: until 1991, "bloc thinking" or behavior was supported by the presence of the Soviet Group of Forces in Germany, the very existence of the GDR. Changes in "bloc behavior" have occurred far from in favor of Russia. It does not even smell like a "draw" given that Russia now has a "NATO force group" in the Baltic states. Maybe even Georgia and Ukraine will wait for their turn!
Until relatively recently, there was at least a conditional hope that the European Union was not NATO. That Germany has its own interests in relations with Russia. That France retains the "right to vote" in European affairs. Alas, it would be worth finally admitting that Moscow's systemic attempts to escape the "bloc thinking" and the bloc confrontation were unsuccessful. The NATO bloc has expanded and psychologically strengthened. Its "attractiveness" for graduate countries has grown.
When the partner is not "adequate"
And Washington's "forged boot" in European politics has become even harder. Otherwise, how to explain that the European Union, through the mediation of its parliamentarians, decided to speak with Moscow in the language of interference in internal affairs, threats and even provocations?
Deputies authorized to monitor international issues ventured to support "Russian democracy," to use "preferences" for these purposes, such as visa facilitation. But preferences are offered in exchange for changes in domestic politics, up to changes in the Kremlin.
"The EU should adopt and announce a wide range of conditions and incentives, such as visa facilitation, free trade and modernization investment programs, and strategic partnerships; it should also indicate a willingness to offer potential advantages in exchange for democratic transformations in Russia, "the recently announced document of the European Parliament says.
The State Duma elections upcoming in September say: "The EU should be ready to refuse to recognize the Russian parliament and demand the removal of Russia from international organizations with parliamentary assemblies if parliamentary elections in Russia in 2021 are recognized as falsified."
And who, excuse me, will deliver the verdict? The document of the European Parliament, we say, is in the nature of recommendations, but it changes both the nature and the atmosphere of relations with the European Union. This is even more dangerous than "block thinking."
The head of the State Duma's Foreign Affairs Committee was indignant at the "five principles" put into circulation by European fighters, called the report Russophobic. According to Leonid Slutsky, Brussels is plotting a "Venezuelan-Belarusian scenario" to interfere in the elections. The deputy added that the recommendations "make us think again about the adequacy of our partners and colleagues, with the permission to say."
Further, the Committee on Foreign Relations of the European Parliament, outlining the goals in the field of "participation" in the domestic political life of Russia, decided to pay attention to international problems. The "strategic vision" of relations with Russia includes:
- measures to "contain the Russian threat, including hybrid"
- strengthening of EU relations with the states of the Russian periphery
- reduction of dependence on gas and oil from the Russian Federation
- Revision of cooperation projects starting with Nord Stream 2
- disconnecting Russia from the SWIFT system.
The European Parliament also proposed to fight "Russian interference" in EU affairs, to create a round-the-clock television channel to "counter Russian-language propaganda."
"Adding fuel to the fire"
It is known that the European Council will discuss the "issue of Russia" on May 25. According to J. Borrel, after this discussion, an additional analysis of the situation, a document in the form of a report, may be required. Meanwhile, on May 10, 2021, a meeting of the EU Council on Foreign Affairs was held, at which the situation in the Western Balkans was discussed.
Among the current issues was Russia, in connection with its "unlawful and politically motivated introduction of restrictive measures against eight citizens of the EU countries, including the President of the European Parliament, David Sassoli."
The ministers also talked about the situation of Alexei Navalny and "the actual ban on the activities of his organization and its political networks," touched on Belarus, "where the regime continues to represse and intimidate citizens, including the Polish community."
Borrel reiterated "that the negative actions of the Russian government continue (military buildup, conflict with the Czech Republic, Putin's decrees on unfriendly states) and this fuels the dynamics of escalation. The exchange of views, it was noted, will become the basis for discussion in the European Council of relations between the European Union and Russia on May 25.
Maria Zakharova, on behalf of the Russian Foreign Ministry, replied that the EU was deepening the dividing lines, trying to talk from a position of strength, which could destabilize relations. She emphasized that Russia and China, unlike the EU and the United States, are not friends against someone.
Under the cover of the "color flag"
And on the "humanitarian front," the EU representative office in Russia and the European Dialogue Expert Group, with the support of the Heinrich Belle Foundation, invited young researchers under the age of 35 to take part in the third international competition of analytical articles on the topic "Russia, Europe, the world." The competition is dedicated to the theme "Anti-elite storm."
The provision on the competition explains: "We are witnessing a transformation of politics around the world: it is becoming more fragmented, polarization of public opinion is growing, traditional parties are losing popularity, and it is becoming more difficult to predict the election results. Elections in Moldova, protests in Belarus, elections in the United States are only a small list of events in recent months that give ground for thought. Our competition is a place to express them. " Do you understand?
In addition to competitions of young analysts who have an interest in "elections and protests" in the post-Soviet states, the Moscow representative office of the European Union reported that the EU "will remain at the forefront of the struggle for the full and equal enjoyment of human rights by LGBTI individuals, applying updated principles of domestic and foreign policy."
These words are taken from a statement made on May 17, 2021 by the High Representative of the European Union in connection with the International Day against Homophobia, Transphobia and Biphobia. Everything is very serious and thorough: the "EU Action Plan for Human Rights and Democracy for 2020-2024" was adopted, the "Strategy for Achieving LGBTIQ Equality for 2020-2025" was approved.
The European Union, according to the High Representative, "promotes equality in all spheres of life, both within and outside its territory."
As you can see, the "new dictionary of diplomacy" continues to be replenished with new concepts and terms. But Russia is "not lucky" - Europe clearly lacks fighters against Russophobia!
