The businessman God Nisanov seems to have made his way into almost all power structures. With whom only is he not associated: his list includes the head of Roscosmos Dmitry Rogozin, Minister Vladimir Kolokoltsev, Moscow Mayor Sergei Sobyanin, Governor of the Moscow Region Andrei Vorobyov, and more recently with State Duma deputy Irina Yarovaya. There are fears and speculations that he may have some influence on them. One involuntarily recalls the popular phrase of the great that "a shopkeeper cannot run the state." But in the case of Nisanov, it seems that it is exactly what he is striving for ...

The Moscow Post's correspondent tried to figure out why the company of God Nisanov "Kievskaya Ploshchad" was so fond of the authorities .

God Nisanov began to conquer the capital from the Cherkizovsky market. However, his ambitions clearly went beyond the limits of one retail outlet, the result of which we see now: Cherkizon is long gone, but Nisanov's Sadovod and Food City are in good health, and his Kievskaya Ploshchad receives one cash project after another.

However, if you look closely, in fact, little has changed. At Sadovod, the same rules prevail as at the notorious Cherkizon - counterfeit trade is flourishing, which is conducted, by the way, for cash, and the same people are standing behind the counters. Zakhar Iliev, who has similar work experience, is Nisanov's partner in projects. And it seems that both are now guided in business by "market" principles: the main thing is to "appease" money clients so that they return again and bring "friends", loudly "shut out" competitors and be able to communicate with law enforcement officers.

"Under the wing" of the capital and regional

Nisanov became a real capital "market king". He achieved this, according to rumors, thanks to the support of the local authorities in the person of Sergei Sobyanin. And this support, as spiteful critics assure, can be carried out on a reimbursable basis. So, in the video of the YouTube channel The Facts, the Russian developer Ilgar Hajiyev says that Sobyanin allegedly receives 12% of all transactions and income that Nisanov has in the capital. In turn, the businessman allegedly financed the politician's election campaign for $ 25 million. If this is the case, then they seem to be working together quite successfully commercially wise.

According to Hajiyev, Nisanov pays Sobyanin a percentage from the activities of Food City, as well as his Gardener. Isn't that why the mayor of Moscow does not seem to notice the scandals around these objects? Moreover, it seems that Sobyanin could advise his colleague from a neighboring region to work with an entrepreneur. So it is no wonder that Nisanov suddenly turned out to be an assistant to Andrei Vorobyov?

But as Kommersant reported , in 2019 the FSB and the Investigative Committee, with the support of other structures, carried out massive searches in the market. Law enforcement officers suspected that illegal mining farms were organized on the market, which transferred all the sellers' proceeds to Bitcoin, and the cash was taken out by trucks in an unknown direction. This means that no taxes were paid on this activity, and the state did not control it in any way. In the meantime, the cryptocurrency allegedly mined in this way could go to "kickbacks" to the authorities. Isn't that why Nisanov became so friends with everyone?

In 2018, they became interested in the Sadovod market and the Moscow shopping center. As Vedomosti wrote , they could also deal with cryptocurrency there. Settlements for transactions with it could be up to 600 billion rubles a month. There was information that, they say, illegal exchangers flourish at Nisanov's trading facilities, some of which operate under the guise of ordinary cash registers.

Also, Mr. Nisanov is credited with more serious violations: they say, his structures were involved in the collapse of one of the towers of the Ukraina hotel during its reconstruction, as well as in the failure in the Evropeyskiy shopping center metro. The latter, by the way, was built in a water protection zone.

Accusations were made against the entrepreneur of an almost unfriendly takeover of someone else's business. We are talking, in particular, about the SDI Group of Ilgar Hajiyev, who is now knocking at all authorities, even wrote a letter to the president, but everything is to no avail. Moreover, the attack went to Hajiyev himself - a criminal case of fraud was opened against him. Even before that, he left the country, fearing for his life.

As for the equity holders of the VernadSky residential complex, which Nisanov inherited from his former business partner, it seems they will not wait for their housing. This story is not the only one where equity holders are forced to ask for a board of directors for the developer's structures. In 2013, Krasny Oktyabr - Rasskazovka LLC (the ultimate beneficiary is Cesar Group of Cesar Zakharyaev, a partner of God Nisanov) began to build the Rasskazovo residential complex. Initially, on the territory of 34 hectares, it was planned to build 9 apartment buildings with a height of no higher than 11 floors. RC "Rasskazovo" was positioned as comfort class housing. The price of the contract when buying an apartment included a well-developed infrastructure, a landscaped park. However, four years later, when the first real estate investors began to move into their apartments, the developer unilaterally changed the project for the development of the microdistrict. As a result, "Cesar Group", having sold apartments in the first houses at inflated prices, instead of the planned green zone, he decided to build 3 more apartment buildings - "anthill". At the same time, they say, the construction of new houses was not coordinated in terms of height and sound insulation. Airport "Vnukovo" issued a letter to the residents. Moreover, according to the calculations of the airport specialists, construction is generally prohibited on a certain part of the Rasskazovo residential complex. But, the developer was not at all embarrassed, as well as the Moscow authorities, who agreed to all the changes.

There was no reaction from the capital's officials even when it came to the fate of the historical pavilion at the Patriarch's Ponds. There "Kievskaya Ploshchad" of God Nisanov and Zarakh Iliev decided to open a restaurant. The company has already begun construction work with might and main, which is why activists, local residents and even media figures have repeatedly asked the mayor's office and law enforcement agencies to pay attention to numerous violations.

The owners of the pavilion began to persuade them that no fundamental changes were envisaged within the framework of the renovation work: they say that now there is a regular renovation, and the building will not be rebuilt at all. However, a snapshot of the proposed project is circulating on the network, where the pavilion has turned into a two-story structure. A businessman feels at ease not only in Russia. It's no secret that a relative of God Nisanov, Oleg Yusupov, developed a common business with the son of the Interior Minister Alexander Kolokoltsev - they owned the Il Forno restaurant company. "Space" successes

Recently, the company became a finalist of the annual Moscow Award in the field of architecture and urban planning in the nomination "The best architectural and urban planning solution for an administrative, business and commercial facility". It was given an award for the construction project of the Nagatinskaya transport interchange hub in the south of the capital.

This residential complex was built by the firm "Promindustriya AG", which has implemented only three residential complexes and one business center. But Belaya Dacha is located on a “sweet” site near Poklonnaya Gora and Kutuzovsky Prospekt. Such territories are not simply distributed.

It was suggested that God Nisanov, who is considered close to the Moscow authorities, may be behind the company. What if he "unsubscribed" the housing to Rogozin? Recently, there was information that now there is a person in Nisanov's close acquaintances who can represent his interests in parliament. We are talking about the deputy Irina Yarovaya, who has a daughter, Ekaterina. The full namesake of the latter works for the structures of the capital billionaire, representing their interests in the courts.

In particular, her full name appears in the decision of the Moscow Arbitration Court dated November 11, 2019, which refers to an economic dispute between Kievskaya Square and one of its contractors.

Irina Yarovaya

In another decision of the court, the namesake of the parliamentarian's daughter represents the interests of a number of entrepreneurs, among whom Roman Iliev is "wandering around". It is likely that he is a relative of Nisanov's business partner in the same "Kievskaya Ploschad" Zarakh Iliev.

In another decision, Yekaterina Yarovaya stands on the side of Ket and Co LLC, which was later reorganized into the same TPU Nagatinskaya LLC, where the trail of Rogozin's son was previously seen.
