At the Moscow factory of specialized cars ("MZSA") in Moscow last night there was a major fire. About 2 thousand meters of storage facilities were burning.

As the correspondent of The Moscow Post managed to find out, the fire could be man-made, the purpose of which, perhaps, was to hide theft on government contracts.

The main owner of the plant is Andrei Budanov, his alleged son has a minority stake. The company is a very large supplier of government agencies - the largest, no matter how funny, received from the company from the orbit of the Ministry of Emergency Situations - FGKU TsSOOR Leader.

In Soviet times, the enterprise was state-owned. But in 1994, a partnership was formed at its facilities. Budanov became the head in 2001 and the plant eventually became his property. Most likely, like many others, he simply bought up shares from "comrades."

Competition with the only correct decision

So, in 2015, for 24 million rubles, MZSA pledged to supply the institution with a "specialized car for a transportable pressure chamber." Let us explain that such a car is an extremely highly specialized high-class technique. And for some reason, the Ministry of Emergency Situations decided to give the contract to a company that, if a documentary description is drawn up, will have a bold zero in the column "experience in the supply of such products."

Trailers and doors are the maximum that the company previously managed to "master." Moreover, judging by the reviews on the Web, this product is clearly not of the best quality.

Despite their honorable past, under the new leadership, they decided to abandon such a "technobum."

But the Ministry of Emergency Situations can probably be understood. No one except "MZSA" showed up for the competition. Perhaps because its price does not correspond to real costs. We managed to find a similar contract from Gazprom's daughter. So there about the same money was taken for the supply of only a single pressure chamber. And by no means a car for several people with a bunch of "goodies" inside.

And if the price is really underestimated, then the question arises - were they going to actually fulfill the contract? The card contains a mark on the acceptance of the facility for operation. Perhaps, as a result of an internal audit, it turned out that he was not at the disposal of the Ministry of Emergency Situations, and cunning civil servants announced the breakdown of the unit and its repair at the plant? And then the plant had to be set on fire...

By the way, apparently, the Ministry of Emergency Situations could really store equipment at the plant. At least in 2022, the department in court demanded to establish the fact of its ownership of the trailer for transporting the boat.

Buy cheaper, sell - more expensive

But there is also a more interesting detail in this matter. The plant itself previously managed to light up in history with the discharge of pollutants into the sewer and almost "overturned" the lawyers it hired in another case.

Here it causes genuine interest and concerned the cost of the land plot. Budanov hired the Omega Accounting Company to achieve the setting of the market price for an object in Moscow, promising 20% of the property tax payments on buildings and/or premises and/or lease payments on land plots for two years of money.

The suppliers completed the work and they were owed more than 2 million rubles, but Budanov did not give the money and Omega had to resolve the issue through the court. The defendant, apparently having learned about the upcoming claims, paid 20%, so the court decided to recover only a few thousand for delay.

But not even what the people call "redneck" plays an important role here.

Attention, question. Why did Mr. Budanov need to assess the plant's land as high as possible? This usually happens when an asset wants to sell to third parties. To, of course, make the most of it.

There is an assumption that one of the developers is eager to develop this territory, and does not want to engage in automotive industry.

Therefore, the version with arson turns into a story about the next appetites of the notorious favorites of the Moscow mayor's office. And Budanov will only have it. After all, the plant, one must think, went to him during the privatization period for its pennies.

Thus, you can kill two birds at once - and "burn" everything that could arouse the interest of investigators, and get good for an asset that has already "served." As follows from the court documents, the territory was estimated at 447.8 million rubles.

At the same time, Budanov and his family should have a lot of money. The plant in the last reporting period brought 2.9 billion rubles. Budanov also has Mzsa-Dream LLC, which is engaged in the hotel business. And his alleged son has a clinic "KDV on the Open Highway."

The company in the co-founders of him is Ekaterina Mikhailovna Strelets. She is the owner of one of the largest manufacturers of IT solutions for healthcare specialists, doctors and pharmacists of Onpoint LLC.

The company also collaborated with the state-owned Sberbank.

So there is also great potential for development, investment and profit. Or, alternatively, you can go to a calm old age. "Compensation" for the plant may well provide the future for the children of an exemplary family man.
