In 2000-2001, he worked in the department of investment programs for the construction of the city, and then worked as a technical customer and developer of projects for the construction and reconstruction of real estate.

Just in the zero years, there was an unprecedented growth in the business of the wife of Yuri Luzhkov - Inteko Group of Companies Elena Baturina. The success of the company inevitably ran into the suspicion that Inteko could use the location of the Luzhkov officials.

According to sources of The Moscow Post, Oleg Dedkov worked at PSF Nord, where Vadim Dogadailo, who was considered close to Elena Baturina, was the general director and owner. He was also the deputy general director of Inteko, as well as several other structures associated with Baturin.

At that time, the name of Vadim Dogadailo sounded in the context of scandals with equity holders. According to the network, allegedly he could deceive many investors of his project for the construction of residential buildings in Troitsk in 2002-2003.

They claim that for the "scheme" he sold ZAO PSF Nord to his colleague Alexander Malakhov. By that time, money had already been collected from people, and Malakhov went to the Troitsk administration, where he allegedly offered officials to replace Nord with another construction organization in the investment agreement. After the refusal, a long tug of war began, when Nord was in no hurry to fulfill its obligations to equity holders.

Soon Malakhov re-registered ZAO PSF Nord in the city of Tambov and declared bankruptcy of the enterprise. Where the money went is not clear. Curtain.

At the same time, Mr. Dogadailo could deceive his partners in the company Nord-West LLC. He agreed with the owners of the company to buy back 25% of their shares in exchange for financing their investment project. He received some of the shares, but apparently he was not going to invest in the project at all.

Subsequently, Dedkov appeared as the head of the ROO "SK" Spartak-Volleyball. " And he turned out to be the managing partner of the Live Complex LES company (SPARTAK Specialized Developer LLC). It was assumed that the pilot project of the company will be a multifunctional sports complex in the South-Western Administrative District of Moscow. Initially, the LES LCD was called the LES IFC.

However, then the plans, apparently, changed. At the beginning of 2018, a new project declaration was agreed, and the sports complex "turned" into a residential complex.

According to a user under the name Marina on the site mskguru, allegedly LCD LES was built illegally. The land was leased for the construction of a sports center for residents of nearby houses. But the developer seemed to deceive and stuck the house. In addition, the user pointed to the felling of trees in the nearby Bitsevsky forest, suggesting that the LCD will have a "continuation."

Note that SZ Spartak LLC is still working today, and Oleg Dedkov's partners include both Sergei Krasavin and ROO SK Spartak-Volleyball, which is still headed by Dedkov. In addition, earlier administrative proceedings were initiated against SZ Spartak LLC. The company entered false information into its project documentation and hushed up its financial and economic condition. And after that, its owners continue to declare all new projects.

Pavel Te is interested

In any case, there is no doubt that the mayor's office will approve the project. After all, Dedkov is associated with the owner of Capital Group Pavel Te, who may be close to the capital's administration. With Pavel Te Dedkov can be connected through the company "KLS-Finance," where the company Dedkov "Megapolis" has a share. KLS-Finance belongs to businessman Grigory Sahakyan, the former owner of the collapsed Sovereign Bank, on whose board of directors Pavel Te once sat.

Sovereign Bank JSC pursued a high-risk credit policy related to the placement of funds in low-quality assets. At the same time, Sovereign Bank JSC was involved in dubious operations to withdraw funds abroad.

Thus, if Dedkov is Sahakyan's partner, the owner of Capital Group could also have involvement in the scandals of the Spartak Sports Complex.

Dedkov's second partner in Tekhproekt, Sergei Krasavin, shone in the media and scandals much less often. However, like Sahakyan and Pavel Te, he turned out to be connected with the financial business. Until 2017, he had a 17% share in LLC Settlement Non-Bank Credit Organization RIB.

Initially, RIB was a bank, but after the 2008 crisis it abruptly changed its direction of activity, ceasing to be a banking structure, and concentrated on making payments. And soon after leaving the owners of Sergei Krasavin, RIB's activities became interested in Rosfinmonitoring, the Central Bank and the Federal Tax Service.

It turned out that RIB was the core of the shadow scheme for cashing out funds through restaurants. This mechanism gave restaurants the opportunity to report to the buyer as usual, but in fact the money was withdrawn from his supervision through a structure previously associated with online casinos.

An expensive infrastructure was created for this whole case, and it is extremely doubtful that Sergei Krasavin, who left the ranks of the RIB, had nothing to do with it. In addition, he could then withdraw from the capital of the structure in order to remove himself from the possible blow of the supervisory authorities. Apparently, it turned out.

Dedkov joined Krasavin recently. It is Krasavin who has the majority share of Ekoskan LLC, which owns Tekhproekt, on the balance of which the Pravda building should enter.

Apparently, thanks to possible ties with Pavel Te, there will be a green light in the apartments everywhere for the Pravda reconstruction project. Only, given the above, as if investors who believed these businessmen did not stay at the broken trough.
