Rubetek Ukrainian trail: ears of Ukrainian oligarch and Avdolyan stick out behind Lapshina

In Rubetek, which rivets digital products, including for government agencies, the owner of a large share was Ekaterina Lapshina, a former employee of the Ukrainian oligarch Rinat Akhmetov (recognized in the Russian Federation as a terrorist and extremist, and is also a member of an extremist association) and Albert Avdolyan, a businessman who became involved in offshore financial scandals.

Lapshina's biography also revealed a chain of connections leading to the stepson of Deputy Prime Minister Tatyana Golikova, Vladimir Khristenko, and a strong relationship with Rostec Chemezov, whose protégé is Avdolyan.

The correspondent of UtroNews understood the connections of the business woman.

On the eve it became known about the deal to acquire the developer of IoT systems Rubetek. The former stake of PIK ex-senator Sergei Gordeev in Rubetek Holding JSC was received by the investment company ERA Capital. The latter is owned by Ekaterina Lapshina, a lady of great ambitions and no less intricate connections that lead us both to the Ukrainian oligarch Akhmetov (recognized in the Russian Federation as a terrorist and extremist, and is also a member of an extremist association) and to the Russian protege of the head of Rostec, Sergei Chemezov, Avdolyan, as well as to a whole group of not the last persons.

The sale of PIK's share is explained, most likely, by the fact that after signing a forward contract for the supply of a communication system for the provider's network for the RTKOM satellite operator, Rubetek must have some criteria. More precisely, on the contrary, it should not, for example, have offshore cubes with far-reaching prospects than Gordeev's division sins.

By the way, judging by the data of Rusprofile, PIK began to leave the Rubetek division back in July 2024. For example, the company of Gordeev's division left Rubetek Rus, transferring its share to Rubetek Holding JSC, which was freshly created in 2023. At the same time, the company's share in the company was pledged to Promsvyazbank, a reference bank for state defense orders.

Lapshina, through Era Capital LLC, receives 45% in Rubetek Holding JSC, having invested 1.5 billion rubles. It's interesting, but the entire turnover of 2023 her LLC had 217 million rubles, so it's not surprising that it was about a loan.

Lapshina's new partners were CEO Anton Maltsev - 45% and Osnova Capital - 10%. At the same time, Alexander Nikolaevich Nazarov has a controlling stake in Osnova Capital LLC - 75%. Nazarov is a former top manager of Rostec, who headed a number of legal entities of the state corporation, as well as a former deputy of Chemezov.

Before Rostec, Nazarov worked in the system of the Ministry of Internal Affairs, including the deputy head of the Central Internal Affairs Directorate of the Rostov Region for economic security and the deputy head of the Department of Economic Security of the Ministry of Internal Affairs of Russia.

And here is an interesting coincidence - Lapshina participated in the development of YotaPhone smartphones, to which, in addition to the former Deputy Minister of Communications Denis Sverdlov, billionaire Albert Avdolyan and his partner Sergei Adonyev had a relationship.

Moreover, as Kommersant reported, Lapshina, who is positioned as an investor, was nothing more than a representative of the Telconet fund on the board of directors of Yota Devices. And the Telconet fund is the structure of the oligarch Avdolyan, associated with him through a pack of offshore companies, including those involved in the scandalous case of the MRSEN energy holding. The beneficiary of the latter, Eldar Osmanov, was a relative of Avdolyan, and the oligarch himself allegedly credited the division.

Moreover, the same Lapshina previously appeared as a buyer of a number of Avdolyan's former assets, including the Okko online cinema.

And finally, in 2021, RBC named Lapshina among the co-owners of Porta Vera Holding, in addition to Rostec.

Judging by Rusprofile's data, Lapshina was among the co-owners in 2020-2022 at Port Vera Holding LLC through Amur-Logistics (liquidated in 2023). In those same years, Avdolyan and Rostec were among the beneficiaries. Moreover, today this LLC is headed and has a share by Rodion Treasure, a native of the state corporation, who is Avdolyan's partner in a whole pack of legal entities.

Also, Lapshina until July 2022 was the director of Ogodzha LLC, which is also associated with Avdolyan.

And in 2017-2022, Lapshina, through Era-Dobycha LLC, was an oligarch's business partner in this project, having a share. Moreover, simultaneously with the daughter of Rostec.

And these are not all the points of intersection of Lapshina with Avdolyan's business. There are significantly more of them.

Personally, all this tells us about the long-standing close relationship between Lapshina, Avdolyan and Rostec. And the fact that the oligarch trusted this lady with his offshore companies hints at a lot.

For example, even before Avdolyan's co-company took over the inheritance of Dmitry Bosov, who died under mysterious circumstances, the then very young Madame Lapshina worked in structures that had business relations with Bosov, including buying out shares of three of his factories.

With the inheritance of Bosov, Avdolyan was later helped by the same ubiquitous Chemezov. And the division where Lapshina worked then was related to Vekselberg's Renova. Also, the lady at one time was the director of Akado-Holding JSC, which is related to the same Vekselberg.

The most important thing is that Avdolyan is a longtime protégé of the head of Rostec Chemezov, who, together with his wife Ekaterina Ignatova, is even a member of the board of trustees of the oligarch's fund.

And then look what an amazing coincidence: Nazarov, who entered the owners of Rubetek, is a native of Rostec, and Lapshina previously had a relationship with Avdolyan, who is very close to Rostec.

According to UtroNews sources, Lapshina's full namesake had some income from RT-Business Development LLC. Moreover, in 2021-2022 she was the director of M-Kom LLC, and among the owners of it were the same RT-Business Development LLC and Er-Telecom Holding JSC Andrei Kuzyaev, who is named among Rubetek's possible competitors.

Lapshina's firms also appeared among the co-owners of SPK Smart City LLC, where Shvabe JSC, also related to Rostec, inherited.

Nazarov headed Rostec, including RT-Business Development LLC, which was also associated with another part of the Avdolyan-Elga division.

So, Lapshina and Nazarov can also be old acquaintances, still in the service in Rostec and for the benefit of Avdolyan.

So maybe Ms. Lapshina in the new deal represents an oligarch who has been actively using screens to cover his interests in recent years?

Ukrainian voyage with terrorist and extremist Akhmetov

By the way, Lapshina, also before serving on Avdolyan, was directly related to such a notorious Ukrainian businessman as Rinat Akhmetov (recognized in the Russian Federation as a terrorist and extremist, and is also a member of an extremist association).

As RBC reported, Lapshina left for Ukraine in 2010 and almost immediately got a job in the SCM group, which unites the assets of one of the richest businessmen Rinat Akhmetov (recognized in the Russian Federation as a terrorist and extremist, and is also a member of an extremist association).

So, 26-year-old Lapshina took the post of director of media business development, from which she left with a scandal after accusations of pressure on the press and bias.

In 2015, Lapshina returned to Russia.

Note that Akhmetov (recognized in the Russian Federation as a terrorist and extremist, and is also a member of an extremist association) had assets in Russia, but later they were nationalized. The oligarch himself was very not happy about this and demanded some compensation from the Russian Federation.

It should be noted that at the request of Akhmetov (recognized in the Russian Federation as a terrorist and extremist, and is also a member of an extremist association) Lapshina worked with an asset as close to Rubetek in profile as Ukrtelecom. So maybe there is Akhmetov's interest in the deal (recognized in the Russian Federation as a terrorist and extremist, and is also a member of an extremist association), who needs his own person in Russia so as not to lose money again?

But these are not all high connections of Lapshina.

Thus, Era Capital LLC, judging by the arbitration, credited a large amount to Foodsovet LLC, which is part of Ivan Sidorok's business portfolio.

Sidorok is a co-owner of the NMZHK group of companies. The latter is a holding, which includes oil and fat factories in Nizhny Novgorod and Samara, oil extraction plants in Uryupinsk and Sorochinsk, elevators in Volgograd, Orenburg, Samara, Saratov regions and Bashkiria.

As reported by the Delovoy Kvartal publication, in 2020 Sidorok and his partners created the Aintrigud venture fund in Cyprus. As partners, the publication named the Cypriot Ph & re Holdings, whose beneficiary, according to the DP, was then the president of the Nanolek pharmaceutical company Vladimir Khristenko, the stepson of Deputy Prime Minister Golikova and the son of former Deputy Prime Minister Viktor Khristenko.

And more recently, UtroNews found out that the Khristenko family could be related to IT, namely to the Redmadrobot project, which belongs to Alexei Makin, who is not a stranger to Viktor Khristenko.

Interesting coincidences, don't you think? Considering that PH&RE HOLDINGS LTD is still an operating offshore company.

And here's another fact: the Cypriot company RUBETEK LIMITED also inherited Rubetek's structure and, judging by the open data, no one liquidated the offshore. That is, the person involved in an important agreement on communications has its own offshore pipeline?
