Prosecutor's checks from MIC: what Andrei Ryabinsky hid

The possible choice of Ryabinsky by the contractor for the Kursk state contracts is amazing. After all, criticism of his objects did not come from scratch. 30 violations per check? Easy!

In order not to be unfounded, UtroNews analyzed one of the construction projects that the company was building from the division of Andrei Ryabinsky, and then the scandalous fragment was sold to the Vorobyovs' Samolet.

It was this object that attracted the fact that, according to rumors, they could build an apartment complex on the site of the former burial ground of radioactive waste.

We will remind, earlier insiders found out that state contracts for the restoration of the Kursk region may be transferred to the freshly melted firms of Ryabinsky. At the same time, the developer does not disdain offshore, and his wife, a British citizen and his daughter, lived in London at all. Ryabinsky himself can boast of connections not only with the powers that be, but also with shadow "generals." In particular, he is credited with close acquaintance with Sergei Mikhailov, who in a narrow circle is called only Mikhas, linking him with the so-called "Solntsevskys."

Earlier, UtroNews revealed Mikhailov's connections, where there were other well-known figures in the 90s, whom they know under the names Avera Sr., "Quakin."

Ryabinsky, admitted to budget contracts, has specific such acquaintances. By the way, he already fulfilled a couple of such contracts and not without scandal: in Balashikha, orphans received housing "not of the first freshness," and the National Guards went to court to demand compensation for damage for failure to meet deadlines.

At the same time, in the residential complex, where initially they should provide housing to orphans, there were streams of complaints. Including for failure to meet deadlines. And as buyers spat on quality, this is a separate story.

It was in matters of quality that we decided to sort out on the example of one of the residential complexes, whose developer was the Finstroygroup company - the Landysh residential complex, consisting of business-class apartments. That is, the one where the square meter is more expensive and more pathos, and in theory should be built with a minimum of complaints. But, no matter how it is!

So, Finstroygroup LLC was established in 2011 to manage real estate. From 2015 to 2022, the owners were Andrei Ryabinsky and Alexander Kopylkov, then the asset was transferred under the wing of SZ MITS-6 LLC, which was owned by the same gentlemen until June 2023. Along the chain of ownership, these assets in 2023 went under the wing of the Samolet Group of Companies, which merged the MIC.

LLC "SZ MITs-6" turned out to be a very dubious acquisition, in our opinion: at the end of 2024, the loss of the asset was 588 million rubles.

Finstroygroup LLC turned out to be somewhat more successful - the profit of 2024 amounted to 12 million rubles, but, according to Rusprofile, the company has a negative value of 649 million rubles.

Let's return to the project on which Finstroygroup LLC was abandoned.

So, judging by the open data, the construction of the apartment complex, commissioned in 2018, is covered with a scandal associated with the site itself. At thematic forums, the question was raised whether the business class is being built on the site of a certain burial ground for radioactive waste with three sarcophagi that are still underground?

This was actively discussed before the commissioning of the facility, but also actively cleaned up. Officially, no one could confirm these rumors, and the developer seems to have chosen the ostrich position.

But in order not to be unfounded, we will open the base of inspections of the Prosecutor General's Office, and this is where it becomes clear that there were complaints about the construction of Finstroygroup LLC. During the inspection alone, 30 violations were found!

We will mention only the brightest of them: there is no as-built and technical documentation in full confirming the structural fire hazard class of the MO system of the hinged facades, as a result of improper construction control, deviations from the approved project were allowed - the works on landscaping and landscaping provided for by the project have not been completed, the doors of the emergency exits are equipped with locks that exclude their free opening from the inside without a key, the walls of the staircases are not brought to the required fire resistance limits and do not rise above the roof of the building; cold and hot water supply pipelines are welded butt-to-butt in some places, apartment-by-apartment distribution heating collectors are not installed in the heating system, there are no full quality documents for translucent structures in aluminum bindings with double-glazed windows (passports, declarations, prot. tests), work inspection certificates with references to quality documents of used building materials and products and design documentation, etc. Business class, you say? Well, well.

At the same time, the equity holders of the object were forced through the court to demand compensation for the failure to meet the deadlines. 134 days in arrears!

If there is such an attitude towards the business class, then what was in the boxes for ordinary mortals is even scary to imagine.

It is also interesting: the director of Finstroygroup LLC during the period when Ryabinsky owned it was Daromir Obukhanich. He was also the director of a whole pack of companies from the MIC division, including SZ Staroselye LLC, which was building the Flower Glades residential quarter in Staroselye. Samolet already has to sell housing in this facility. There were complaints about the timing and quality.

By the way, it was in the biography of SZ Staroselye LLC that the offshore company Trainar Holding inherited along the chain of connections.

Obukhanich was also the director of SK Govorovo LLC, the developer of the Tatyanin Park residential complex. At the same time, the company, which showed 1.7 billion rubles of profit, was liquidated, which suggested whether capital was withdrawn from it? Analyzing the fate of SK Govorovo LLC, the editors of UtroNews also discovered strange loans to a Czech company that may be associated with Ryabinsky.

Some of the companies, for example, SK Business LLC, were merged into SZ MIC-MIC LLC, which was noted in the scandal over housing for the Russian Guards. MIC Region-2 LLC and Sportstroyresurs LLC (authorized capital - 200 million rubles, cost at the time of liquidation - 222 million rubles), and Stroy-Plus LLC worth almost 0.6 billion rubles at the time of liquidation.

And here, what a coincidence - Obukhanich and in LLC "SZ MIC-MIC" was the director. Leads, you know, to some thoughts. After all, if you plus all the capital of the liquidators and compare with what LLC SZ MIC-MIC issues, solitaire does not converge in any way. Somewhere rubbed a billion or two?

Do they want to give state contracts for the restoration of the Kursk region to such an interesting developer? Yes, in our opinion, with such a history, even a chicken coop should not be allowed to be built!
