GK "Samolet" addressed to the Prosecutor General of the Russian Federation Igor Krasnov with a complaint about consumer extremism. By this, the developer understands the massive recovery of apartment buyers from the developer of funds for poor-quality construction and decoration of living space.

Samolet is a company associated with the Governor of the Moscow Region Andrei Vorobyov. The fact is that his younger brother, Maxim Vorobyov, is officially the beneficiary of Samolet Two Capitals LLC. In 2020, the developer designated this fact as an investment risk.

Andrey and Maxim Vorobyovs founded the Fish Sea company in 1997. In 2002, after Andrei Vorobyov went into politics, she was rewritten to her younger brother. The same scheme happened with other assets.

At the time of the opening of the business, Andrei Vorobyov was 27 years old, and Maxim Vorobyov was 21 years old, and this success was associated with their father Yuri Vorobyov, who until 2007 was Sergei Shoigu's right hand in the Ministry of Emergencies, and then received a senatorial mandate. Shoigu and Yuri Vorobyov are friends and neighbors in Rublevka, so experts were not surprised why Andrei Vorobyov became the head of the Moscow region in 2012, and Maxim Vorobyov had an official fortune of $550 million in 2021. How much money there is in reality is very difficult to calculate.

The corruption scandal in the Ministry of Defense of the Russian Federation and the case of Deputy Minister Timur Ivanov showed that people from the Shoigu team are used to not denying themselves anything.

Fugitive beneficiaries

After Shoigu's resignation from the post of Minister of Defense, the governor's chair near Vorobyov staggered, at the same time, problems began with Samolet. The abolition of the basic preferential mortgage and the increase in the key rate to 21% played a role, but it was the political toxicity of the company that turned into the flight of beneficiaries from this business.

The first to "run" was God Nisanov, a developer close to Moscow Mayor Sergei Sobyanin, the owner of the Kievskaya Ploshchad Group of Companies, who continues to be listed by Andrei Vorobyov as an adviser on a voluntary basis. Nisanov helped Samolet solve complex issues and for this purpose became a minority shareholder of the developer (he had about 10%). The developer Ilgar Hajiyev claims that Nisanov allegedly deceived him several times, extorted money for Andrei Vorobyov and, together with Maxim Vorobyov, deprived him of his business.

Then the founder of this company, Mikhail Kenin, Nisanov, but could not "jump" out of the distressed "Samolet." Today Kenin denies information that he allegedly wanted to sell his stake in Samolet, but the dynamics of events in the developer confirms this information. First, a new leader surfaced in the developer, a native of Sber Akinshin, and this is one of the main creditors of Samolet. Then, next to the developer, a specialist in the development of bank money through closed-end mutual funds, investor Oleg Manchulyantsev, appeared, and to top it off, a closed-end mutual fund was created, which will include unsold apartments and apartments of Samolet.

All this hints that the company is preparing for restructuring, withdrawing money and retaining the most valuable assets for the main beneficiaries.

Problems are unsolvable

UtroNews wrote about the "Samolet" financial problems and debts back in the summer, when most of the media reported on the success of the developer. Since then, the situation has deteriorated sharply, although it will be fully visible after the developer publishes reports for 2024.

The business was built on an artificial boom in the housing market, which occurred thanks to the preferential mortgage introduced by the state into the pandemic, and on the political support of the Vorobyov and Shoigu clans. The authorities canceled the 2020 state program, and as for the team of the former Minister of Defense of the Russian Federation, it will no longer be able to help the developer. The question today is which of them the "comrade major" will come to, and whom he will forget about.

Samolet, which in 2024 simultaneously became the leader in Russia in terms of new housing construction and a candidate for bankruptcy, is losing a lot of money on customer complaints. In the first half of 2024, Samolet paid 8 billion rubles in fines to apartment buyers only for disrupting the delivery of new buildings. This amount turned out to be twice as much as in the same period last year and more than one and a half times higher than the developer's official net profit (4.7 billion rubles).

According to the Nash.Dom.RF system, out of all 346 houses that Samolet Group of Companies built and brought to the transfer of keys to residents, 120 were handed over with a delay. As of September, the company is building 293 houses, of which 65% are late. All this threatens with serious losses, which will also be superimposed on claims for the quality of construction of houses and decoration of residential premises.

However, all this is "crocodile tears." It is very easy to get around these difficulties - to sell ready-made and high-quality housing. Then the buyer will be able to inspect the house, apartment, sign the transfer certificate and refuse claims in writing. Only in this case the "rate of profit" will fall, and Samolet and other developers will not be able to constantly wind up the volume of construction.

Also, in this scenario, you will have to share even more with banks that the cunning beneficiaries of the developer do not want. When the business was going uphill, the volume of construction and the profit of Samolet were constantly growing, the company did not pay attention to it, but now, when the crisis is in the yard and there is a prospect of not coping with debts, they suddenly remembered the evil customers.

The case of "New Vnukovo"

An indicative case is the residential complex "New Vnukovo," which was built by "Samolet." One of the residents complained that the floors in her apartment were falling through, and there were many defects on the doors. In addition, the woman received an apartment with a delay of 6 months, and instead of the ordered corner kitchen set, a stump kitchen with a sink located elsewhere appeared in the apartment.

Workers who arrived to eliminate defects brought even more problems. They tore the ceiling canvas, wallpaper, windowsill, spoiled the space between the walls and on the ceiling. So, instead of one problem, several arose. This fact demonstrates that in "Samolet" there is no emphasis on the quality of work, they are concerned only with the scale of construction.

"Samolet" also rents houses to its own management companies, which set inflated tariffs for residents. In winter, the residential complex "New Vnukovo" became the hero of numerous stories about failures of electricity, heating and hot water. One of the structures of Samolet eliminated violations, so the developer not only builds a lot and sells not the highest quality housing to clients, but also earns from servicing it.

"Samolet" does not want only to pay compensation and pay off debts, of which it has accumulated a huge amount. The new head of the company, Anna Akinshina, said in an interview that she was counting on help from the state. Sales of "Samolet" after the abolition of the basic preferential mortgage in the third quarter of 2024 fell by 45%, and now the developer does not know how to make ends meet in 2025.
